  Brevet - LoveToKnow 1911
The use of the word is mainly confined to a commission, or official document, giving to an officer in the army a permanent, as opposed to a local and temporary, rank in the service higher than that he holds substantively in his corps.
In the British army "brevet rank" exists only above the rank of captain, but in the United States army it is possible to obtain a brevet as first lieutenant.
In France the term brevete is particularly used with respect to the General Staff, to express the equivalent of the English "passed Staff College" (p.s.c.).

Brevet Rank In The Civil War   (Site not responding. Last check: 2007-10-12)
Brevet rank, usually an honor, was borrowed from the British and introduced into the American army during the Revolutionary War.
Army Regulation, published periodically, stipulated that an officer functioned at this brevet rank on special assignment of the president in commands composed of different corps and when in detachments or on courts-martial composed of different corps.
Many officers held brevet commissions higher than their ordinary rank, usually for gallant actions or meritorious service in combat or to allow them to serve in a staff position.

 Brevet Promotions and Rank
During the war itself, brevets were very difficult to get and were a sign of valor, but on March 13, 1865, the War Department gave one brevet and sometimes two to nearly every officer on duty with the army.
Brevets in the Regular army were sometimes used to honor men who had already been brevetted Major General in the Volunteers and could not be brevetted again (in the Volunteers), as no brevet Lieutenant Generals were created during the war (Winfield Scott had been made Brevet Lieutenant General [of Regulars] during the Mexican War).
Brevet ranks were authorized for the Regular Army in the Articles of War of 1806; they were authorized for the US Volunteers on March 3, 1863.

This is because the brevet medal design changes the year after each PBP, so to minimize expenses, the ACP likes to have the exact count prior to striking the last set of medals before the new design is used.
Brevets sanctioned by RUSA are of the "allure libre" type since we are affiliated with the ACP.
The RUSA brevets also count for qualifying for all American 1200k events, and may be acceptable as qualifiers for other long events around the world (except PBP).

The practice of brevetting disappeared from the (regular) U.S. military at the end of the 19th century; honors were bestowed instead with a series of medals.

Brevet?? - Women's Cycling Discussion Forums
In "randonneuring", it means two things: certification of having successfully done a randonné, --indicated by a small numbered sticker placed on a completed brevet card --, as well as, by extension the long-distance event itself (at least 200 kilometers in length).
Completing a successful brevet means one's ride has been certified and registered in France, and the rider's name is added to the roll of honor, going all the way back to 1921.
As used in the "randonneuring" world, the terms brevet and randonnée are often interchangeable, but in common cycling usage, a randonnée might be considered to be less structured or formal than a brevet.
