The Honourable Alfred Brian Peckford, PC (born August 27, 1942) is a former teacher, politician and premier of Newfoundland.
Born in Whitbourne, Newfoundland, Peckford first won election to the House of Assembly in 1972 as a Progressive Conservative.
In 1974 he became minister of municipal affairs and housing in the cabinet of Premier Frank D. Moores subsequently serving as minister of mines and energy and argued with the federal government over the ownership of the offshore Hibernia oil fields.

The electorate tired of Peckford's combativeness when it failed to achieve concrete results, and became dismayed by his government's subsidisation of an unsuccessful hydroponic cucumber farming business.
But when the Peckford government's combative style failed to live up to the high expectations, and Smallwood's memory no longer plagued the Liberal party, the time for a change arrived.
On the whole, however, relations between the two levels of government were friendly compared to the Peckford years, even though the federal government cut transfer payments to the provinces.

Peckford was a high school teacher for six years, a Member of the Newfoundland Legislature for seventeen years, Parliamentary Assistant to the Premier for two years, Cabinet Minister for fifteen years, Premier for ten years, President of Peckford Consulting Ltd. for twelve years and President of a junior mining company for two years.
Peckford was also sworn to the Privy Council of Canada by her Majesty the Queen in 1984.

Joseph Smallwood, a Liberal who led the drive to join Canada, became premier and held office until 1972, when the Conservatives gained a majority under Frank Moores and later (1979) A. Brian Peckford.
Peckford was displaced 10 years later by Liberal Clyde K. Wells, and Wells was succeeded in 1996 by Liberal Brian Tobin, who was reelected in 1999.
In the mid-1990s the province faced high unemployment and was hurt by the collapse of the cod-fishing industry, although a 1992 government ban on all cod fishing was partly lifted in 1997.

Quebec's decision not to endorse the new Constitution and accompanying Charter of Rights, although it became legal and binding on Quebec, was a sore point in federal- provincial relations, as well as between the English and French-speaking communities.
The accord met Quebec's conditions for its approval of the new Canadian Constitution of 1982, and was approved by the Quebec National Assembly.
This meant that three years after the original accord, some provincial premiers were not signatories to the agreement, and what's more, their governments did not approve of it.

Once the assembled directors had got over this pleasant surprise we were informed by fellow director Bill Ruth that present Newfoundland Premier Clyde Wells had accepted our invitation to be guest speaker at N.A.L.C.A.'s March 31, 1995 celebration of the forty-sixth anniversary of Canada's amalgamation with Newfoundland.

The Liberals have been in power since 1989 (under Clyde Wells, Slick Brian and Roger Grimes), but they've lost a string of by-elections since Grimes took over the party leadership.
A lot of people here on the West Coast are furious about his refusal to let Ron Dawe run as a PC candidiate in the next election.
But another former Peckford minister, Tom Rideout, will almost certainly serve in a Williams cabinet, so maybe Williams's feud with Dawe relates to some kind of personal dispute.
