  RIP: Brig. Gen. Peter Genovese 1938-2002
Even though he had reason not to trust the little fat man sitting behind the desk in front of him, he respected the man’s rank and hoped the TAG (what we will call this general from here on out) would share his concern about what was going on.
Instead of thanking Gen. Genovese for his loyalty and discretion, the TAG plotted to punish his deputy and end his career.
At one military function, when Gen. Genovese could still get around fairly well, a figure from the past came up to where he was sitting and suddenly threw his short, little arms around the general’s neck and planted a wet kiss on the flag officer’s cheek.

At a regular briefing at the National Press Center, Lt Col Hien made known that the USAF helicopter carrying aboard Brig Gen Soan, Col Ngo Han Dong, I MR artillery commander and an aide-de-camp of Gen Soan, hit the antenna tower of the warship the Brig General had just visited and fell into the sea.
Brig Gen Soan, former commander of the artillery force, just replaced Maj Gen Nguyen Van Hieu as I MR deputy commander last Feb 21.
A native of Hue, Brig Gen Soan, 43, was graduated from the 1st Thu Duc artillery class and underwent many staff service training courses.

One possible explanation is the previous shipment of debris to Wright Field described by Gen. Dubose.  If one assumes Wright Field had examined this earlier shipment and determined the debris was from something else, this would explain why they would later disagree with the weather balloon identification.
Ramey's office was a weather balloon.  The weather balloon explanation for the material was a cover story to divert the attention of the press.
The Air Force didn't even identify Dubose in the photos taken July 8, 1947, which they reproduced in their report, picturing him with Gen. Ramey.  In the 1000+ page Air Force tome, I found his name mentioned only once by the AF in an interview with somebody else.

Ethiopian television said Gen Kemal had asked for further promotion soon after being promoted to the rank of brigadier general, but after this was rejected in engaged in "divisive activities".
