In military science a brigade is a military unit that is part of a division and includes regiments (where that level exists), or (in modern armies) is composed of several battalions (typically two to four) and directly attached supporting units.
A typical traditional brigade's commanding officer was a brigadier general; a modern brigade is usually commanded by a brigadier or a (full) colonel, or occasionally by a brigadier general.
The brigade was invented as a tactical unit, by the Swedish king and conqueror Gustavus Adolphus.

Major General Joseph Peterson says the 700-member police brigade was removed from its front-line position in Baghdad because it allowed the kidnapping of 22 workers at a meat-packing plant.

The general acknowledged he does not know how deep militia influence goes in the national police, but he said the brigade removed from duty this week is not typical.

My understanding is they are going to the new structure to mitigate a need for 50 brigades and having only 38.
The old brigades were at about a strength of 5,000 men and the new ones at 3,800 men.
The Stryker Brigade Combat Team is the first example of this beast.
