It could mean enemy snipers with 20mm rifles (thats right my friend, 2-3km ranged sniper rifle!), enemy infantry in general of even enemy choppers.

Are you sure, a GPS guided ATGM, it cant be very accurate, or does it have some other means of guidance too.
There is a fire and forget Hellfire version under development, it has already been testfired and will probablt be fielded soon, the british Brimstone.
