Britannia Inferior (Lower Britain) was one of the regions of Roman Britain created in the early third century AD by the Roman Emperor Septimus Severus.
They were therefore outranked by the consular governors of Britannia Superior.
During the early fourth century, the province was further sub-divided into Britannia Secunda in the north (with a capital at Eboracum) and Flavia Caesariensis in the south (with a capital at Lincoln, Lincolnshire).

When Hadrian reached Britannia on his famous tour of the Roman provinces around 120, he directed an extensive defensive wall, known to posterity as Hadrian's Wall, to be built close to the line of the Stanegate frontier.
Britannia was part of this until 274 when Aurelian reunited the empire.
These four provinces were part of Diocletian's Tetrarchy reform in 293, Britannia became one of the four dioceses—governed by a vicarius—of the prætorian prefecture Galliae ('the Gauls', also comprising the provices of Gaul, Germania and Hispania), after the abolition of the imperial tetrarchs under the Western Emperor (in Rome itself, later Ravenna).

Britannia Prima (essentially Wales) was centered on the capitol of Corinium (Cirencester).

The governor Suetonius Paulinus did not check the corruption of his inferior as he was too busy seeking his own military glory in north-west Wales at the time.
This self-seeking attitude prevalent amongst the ruling class was almost to lose the province to Rome, for the outraged Iceni under the leadership of the recently-widowed queen Boudica rose in revolt, and were soon joined by their southern neighbours the Trinovantes of Essex.
The military provinces were governed by young(ish), martially-minded men with praetorian status; Britannia Prima had two legions, the Second Augusta at Caerleon and the Twentieth at Chester, and Britannia Secunda one legion, the Sixth housed at York.

Gaius Julius Alpinus Classicianus succeeded Decianus Catus as procurator provinciae Britanniae in 61.
Tiberius Claudius Paulinus was governor of Britannia Inferior in 220, recorded on an inscription from High Rochester and approximately fixed by the supposed dates of his predecessor Modius Julius and successor Marius Valerianus, governor in 221.
This allows his governorship, presumably of Britannia Inferior, to be fixed in that period and the restoration of the titles of Postumus (259-68) to the rest of the inscription including the unit's name.

MARCUS AURELIUS and his son COMMODUS, 23 March, 178 A.D., under the consulship of Sergius Scipio Orfitus and P. Velius Rufus, Britannia under the governor Ulpius Marcellus, to the cavalryman Thiophorus, a Dacian of the VII Thracian cohort, under the command of Ulpius Marcianus.
During the consulship of Licinius Celer and Rufus, granting Roman citizenship and marriage rights, to a former cavalryman from Dacia of the IV Thracian cohort under the command of Lucius Porcius Crescens.
Pannonia was not yet split in superior and inferior at that time, so this well preserved table serves only as "place holder" for this province.

 Britannia on William & Mary Coins
In 1699, a new engraving of Britannia was introduced on the halfpennies.
Her right arm is lower and appears to be almost resting on her knee rather than being held at head height.
Around this time, there were frequent spelling errors in the inscriptions, and other evidence of poor workmanship, so that the copper coins of William III are probably the lowest quality of all British coins.

VI is not mentioned but Dio, describing legionary dispositions after this date, says it was in Britannia Inferior, confirmed by the 237 dedication by Lunaris which states that York was in Inferior (29).
A number of governors of Britannia Inferior in the early third century are known from inscriptions, many tightly dated, but none mentions VI Victrix.
Tiberius Claudius Paulinus, governor of Inferior in 220, was 'attached to the VI legion'.

The document is fragmentary but is of the correct date and records a beneficiarius who is a legionary (Britannia 23 (1992) 152 and note 57).
This is known from tombstone evidence elsewhere in the Empire but it would not be a surprise for beneficiarii consularis to be recorded at London or in the third century at York, the capital of Britannia Inferior.
Thus while there seem to be a large number of beneficiarii consularis it is obvious from the available evidence that they were spread very thinly and would not have been able to keep down unrest.

The walls of the town were rebuilt after serious damage in raids and the town continued to grow.
Around 200AD, the province of Britannia was split into two smaller provinces, and York was awarded the honour of being made capital of Britannia Inferior.
This meant that it remained an important military base and was also the seat of the provincial governor, which of course brought more recognition and prestige to the town in addition to an increase in trade.

This man is styled iuridicus Britanniae or 'Administrator of Justice for Britain' on a Roman inscribed stone recovered on the continent (vide ILS 1151 infra).
This curious title implies that Calpurnianus was not the governor of the province (legatus Augusti pro-praetore), but was here in some legal or administrative capacity, perhaps laying the groundwork for emperor Severus' grand plan to split Britain into two separate provinces Britannia Superior / Inferior, which actually came to fruition c.
Another school of thought is that Calpurnianus was assigned to Britain in order to relieve the governor Virius Lupus of the backlog of legal cases which had built up due to the bringing to trial of all those implicated in the recent revolt of Albinus.

Caracalla may have completed the campaign his father had planned for 211, while an inscription set over the east gate at Carpow seems to belong to the period when he was ruling alone.
The division of Britain into two separate provinces, which Severus may have decided upon in 197, was now carried into effect, with the larger Upper Britain (Britannia Superior) in the south under a consular governor with two legions and in the north the smaller Lower Britain (Britannia Inferior) containing the remaining legion based at Eboracum.
The reconstruction of Hadrian's Wall defined permanently the northern limit of the Roman province, though effective control extended further north to roughly the line of the later England–Scotland border.
