Statutory powers on film remain with the local councils, which may overrule any of the Board’s decisions on appeal, passing films we reject, banning films we have passed, and even waiving cuts, instituting new ones, or altering categories for films exhibited under their own licensing jurisdiction.
At this point the Board’s title was changed to the British Board of Film Classification to reflect the fact that classification plays a far larger part in the Board’s work than censorship.

The BBFC was established in 1912 as the British Board of Film Censors by the film industry (who would rather manage their own censorship than have national or local government do it for them).
Interestingly, imported Hollywood films were not treated as strictly as British films, as the BBFC believed that audiences would recognise American cinema as representing a foreign culture, and therefore would not apply any political messages therein to their own lives.
Some films from the 1970s remain unreleased (see this list for titles), but many of these titles remain banned primarily because their distributors have not chosen to re-submit the films to the BBFC, almost certainly for commercial reasons.

The BBFC was established in 1913, it has no legal power to cut or ban films, this lies with the local authorities that issue cinema licenses.
In the film the press play a big part in glamorising Mickey and Mallory’s’ crimes and at the end of the film, I for one was happy to see them escape prison and the death sentence.
We are being denied the right to see some excellent films, which should be viewed by adults for their artistic value, even bad films have a message and if it seems the wrong message to some people in power then others should not be punished.

This is a substantial fall from the position in the 1970's, the period in which film censors most often had to wield their scissors, when 27 percent of films had to take cuts to be allowed on UK screens.
The Board, on its own website, admits such a decision would not have been made ten years ago and in the 60's and 70's cuts had to made in around one in four film, though in the 1980's this had fallen to about 17% of mainstream films.
BBFC former President, Andreas Whittam Smith, who was in charge between 1997 and 2002 said classification has to reflect the moral climate of the times.

The British Board of Film Classification has uncovered many cases in which the warnings have been non-existent or so small that they are hardly visible.
Sue Clark, a spokesman for the British Board of Film Classification, said that the board was in talks with some distributors about their failure to provide proper warnings.

In the same week that the BBFC announced their intentions to adjust their 12 certifications in line with other European countries, a series of road shows are to be launched to gauge English youths' view of them and their decisions.
Schools and colleges will be invited to send students along to watch a presentation by some of the Board's examiners consisting of films clips from the 'U', 'PG', '12' and '15' categories which raise particular issues like sex, violence or drug portrayal.
At the end they will be asked to fill in a questionnaire which will provide the Board with valuable information about not just their views, but how they 'view' films and react to the material they contain.

It is your initiative in recent years that has seen any film with a head butt featured rated 18, something that can of course be lowered via distributor scissors to scenes.
Considering the delayed release between the UK and the rest of the world, I purchased a copy of the film on Region 3 DVD, where it is available uncut.
I almost instantly regretted this decision, as immediately after viewing the film I started developing an urge to take a knife to my wrists, in the same way I felt the urge to head butt bounty hunters wearing armour after being subjected to an uncut version of Attack Of The Clones.
