The British Boxing Board of Control has the power to prohibit any contest which in their opinion is not in the interests of boxing.

 Boxing News: Hatton vs Smith: British Board of Control to meet on Nov 5
15.10 - The British boxing board of control are due to meet in London on November 5th for a special meeting to decide on the action needed to be taken after the Ricky Hatton versus Stephy Smith fight ended in chaos.
Board General Secretary Simon Block said " we were going to consider the disbursal of Stephen Smith's purse and the conduct of Darkie Smith - separately." He went on to add " as a result of a complaint by Frank Warren we cannot deal with the matter expeditiously."
The board of control have made it clear that this type of incident will not be tolerated, they will not look favourably on 57-year-old Darkie's behaviour and a ban from boxing seems inevitable.

The board have done a sterling job in recent years in keeping a lid on the number of incompetent or unhealthy fighters coming into this country to box on professional shows.

Dr O’Neill resigned after the board sought and accepted independent medical advice that eventually cleared McCullough to fight on, despite still having the 2cm cyst on his brain that put him out of the ring in the UK two year’s ago.
I assume that the resigned doctors are regarding the moves by the BBBC as a slight on their initial opinions and advice which ultimately stopped McCullough from earning a UK fight licence in October 2000.

BBBC general secretary Simon Block said on Wednesday Tyson had been called to appear before the Board on August 9.
But Block said that because Tyson was not a British resident, he had the option of suggesting three other dates for the hearing which must fall before August 31.

The British Boxing Board of Control today lost its appeal against a ruling that it was liable for the devastating brain damage suffered by fighter Michael Watson nine years ago.
In the court of appeal, the BBBC argued that it was purely a regulatory body and did not organise fights or arrange for medical assistance, which was the responsibility of the boxers or the organisers and promoters.
"By reason of its control over boxing, the board was in a position to determine, and did in fact determine, the measures that were taken in boxing to protect and promote the health and safety of boxers," he said.

It was originally feared that the cyst could affect McCullough's boxing future, but he received a clean bill of health from a series of American medical experts, and was licensed by the Nevada Athletic Commission in February 2001.

The Board have no jurisdiction over the BBC, but what was clearly established was if the BBC had decided to listen to the Promoters of the Event and the Boxing Board of Control, it's very likely none of this would ever have happened.
The bottom line is, if the promoters and the Boxing Boxing Board of Control have no sway over the Broadcaster and they feel they can do as they like for their own purposes then they should have to bear the brunt of the blame.
