But Amnesty International maintained that foreign missions did have the discretion to extend asylum and that the decision to turn down the application was made without adequate deliberation, just eight hours after the boys entered the consulate.
Amnesty spokesman Neil Durkin said the Foreign Office was not, as it maintained, bound by the 1951 United Nations Convention on Refugees, which states that asylum is a matter for the country in which the refugee arrives.
