The British Rail Class 423 (or 4Vep) electrical multiple units were built by BR at York Works from 1967-74, although the MBSOs and TSOs of the first 20, 7701-7720, were constructed at Derby Works.
In 2003, with the general run-down of slam-door trains approaching, it was decided to reform some of the 4Vop units by swapping one driving trailer with that from a standard unit.
Although first introduced in 2002, this did not initially affect the Class 423 as the older 'Phase 1' Class 421 units were withdrawn first, due to their age and lower seating capacity.

Burkhardt, is leading a consortium negotiating purchase of the rail properties of the Bangor & Aroostook Railroad System from Iron Road Railways, a Washington, D.C.-based holding company.
Most agree that, to the extent that rail mergers improve rail operations, they could, at least theoretically, improve the railroad's ability to compete for truck-competitive traffic, although this has yet to be borne out in any previously completed merger.
Commuter trains in the United States carried 411 million riders in 2000, 5.2% more than in 1999 and the highest number since national commuter rail statistics were first recorded in 1980, the American Public Transit Association reported at its annual Commuter Rail Conference in Seattle.

The Wisconsin Central colors were adopted by the British EWS in the 90s when Ed Burkhart formed the company after privatization of the British railways.At that time EWS and Frieghtliner were the two main frieght companies on British rails.
class seating is also better in its alignment with windows etc, and there are more table seats so the whole thing feels more spacious, seats will have some modest reclining function.
class also tends to come with the ‘nice touches’ of things like at seat service of complimentary drinks, and it guarantees access to dining cars where they are available (standard class passengers either have no access or are only allowed space permitting depending on the operating compnay policy).

They are only profitable, because they are like US Class I railroads, a monopoly provider, they do have limited competition in a small number of markets, and even with that, only two are making money.
I think it is foolish to wish for a privatized integrated rail system for formerly nationalized rail systems when one has all the evidence one could want from the US experience regarding differential/monopolistic pricing that such an idea would be a disaster for the European railroads.
EWS also acquired Rail Express Systems, Railfreight Distribution (the last part of the nationalised railway to be sold, after Labour had been elected) and National Power's railfreight operation.
