In the mid to late 1960s British Railways (soon to be rebranded as British Rail) was searching around for ways to increase efficiency, and came across the TOPS system being used by the Canadian National Railways.
No class of locomotive or multiple unit numbered over a thousand examples, so the last three digits were used for the individual number (between 001 and 999) in that class.
Locomotives are assigned classes from 01 to 98, with diesel locomotives assigned classes 01 to 69, DC electric locomotives between 70 and 79, AC electric locomotives 80-96, departmental locos (those not in revenue-earning use) 97, and steam locomotives 98.

 British Rail Class 423 - Wikipedia, the free encyclopedia
The British Rail Class 423 (or 4Vep) electrical multiple units were built by BR at York Works from 1967-74, although the MBSOs and TSOs of the first 20, 7701-7720, were constructed at Derby Works.
The units were reclassified as Class 423/9 (or 4Vop) and renumbered in the range 3901-3919.
Although first introduced in 2002, this did not initially affect the Class 423 as the older 'Phase 1' Class 421 units were withdrawn first, due to their age and lower seating capacity.

Class action legislation requires the court to certify a proceeding as a class proceeding if certain statutory requirements are met.
In order to resolve the statutory conflict, the British Columbia Court of Appeal ruled that where a court finds that a class proceeding must be certified by meeting the statutory test set out in the applicable legislation the court must find that the arbitration agreement is ‘inoperative’.
In essence, the British Columbia Court of Appeal in Mackinnon resolved the statutory conflict by requiring a court to weigh the circumstances of each case to determine whether a class proceeding or arbitration is the preferable procedure.

The WPandYR rail fleet consists of 20 diesel-electric locomotives, 70 restored and replica parlor cars and two steam locomotives.
The pride of the fleet is Engine #73, a fully restored 1947 Baldwin 2-8-2 Mikado class steam locomotive and was joined in 2005 by No.69, a Baldwin 2-8-0 built for WPandYR in 1907.
The WPandYR parlor cars are named after lakes and rivers in Alaska, Yukon and British Columbia and are on average 49 years old.
