To preserve and enhance rail service in their states, legislatures have authorized state agencies to own and operate rail facilities, have established rail districts to facilitate service, give assistance to short line railroads, and operate rail banking programs.
This report places passenger, freight and rail safety issues into the state legislative context as an aid to state policymakers who are seeking to devise solutions for the problems facing their states and communities.
Although rail is one of the safest modes of transportation, accidents at highway-railroad grade crossings remain a problem, as the March 1999 collision of a truck with an Amtrak train in Bourbonnais, Illinois, illustrates.

 Utah Fuels The West, Kennilworth Mines
In 1911 the Independent Coal and Coke Company incorporated the Kenilworth and Helper to operate their already constructed rail line, which remained in operation until it was replaced by the DandRGW's Kenilworth Branch in 1926.
The new line was laid with 85-pound rail and was constructed with three percent grades westbound (loads) and 1.5 percent eastbound (empties), and was projected to be complete and in operation by October 1, 1926.
In 1958 Independent Coal and Coke began a 5,000 foot rock tunnel that was drilled north from the 1924-built Aberdeen tunnel to the main slope of the Castle Gate mine.
