British Summer Time (BST), known in Ireland as Irish Summer Time (IST), is the daylight saving time in effect in the United Kingdom and Republic of Ireland between the last Sunday in March and the last Sunday in October each year.
BST is the same as Central European Time (CET): one hour in advance of GMT, i.e.
The clocks were not advanced for the summer of 1945 and were reverted to GMT at the end of the summer of 1945.

During World War II, Britain retained the hour's advance on GMT at the beginning of the winter of 1940 and continued to advance the clocks by an extra hour during the summers until the end of the summer of 1944.
The clocks were not advanced for the summer of 1945 and were reverted back to GMT at the end of the summer of 1945.
Safety campaigners, including the Royal Society for the Prevention of Accidents (ROSPA), have made recommendations that British Summer Time be maintained over the winter months, and that a "double summertime" be applied to the current British Summer Time period, making the UK two hours ahead of GMT during summer.

My server time is GMT - 6 and that's been verified (not that it should matter given it only affects non-logged in users from I can gather), when my adminCP shows the correct timezone with D/L savings set to auto - my all posts are showing up wrong.
I'm wondering if it is because local time here in Australia is 3rd April already, but US time where the servers are is still yesterday 2nd April where daylight savings is yet to start.
For me the times were two hours out (the board was displaying: 1:10 in the footer at 3:10 local time for both the server and myself).

There is a time which it is by the ticking of high-precision clocks, and there's also the more obvious natural time which says that midnight, (mid-night) is the point in the middle of the night when it's the same number of hours and minutes to dawn as it is from dusk.
Government decreed that the time would now be this new time, which of course didn't make any difference to the time it was, but it made people get up an hour earlier, go to work an hour earlier, go to bed an hour earlier.
B.S.T., British Summer Time, or British Silly Time, is one of these things that people have fallen for, believing that's the time it really is. People who think they've got a nine-to-five job actually have to get up and go to work at eight o'clock in the morning.

In xxxxx words, the hour is the GMT hour, and the offset is the GMT offset, but this contradicts the system clock which is showing British Summer Time.
(There seems to be a jinx on British Summer Time: in Java 1.0 the timezone offset returned by java.util.Date for BST was 59 minutes instead of 60 minutes!) I hope this is helpful.
To directly code for BST, note that now-a-days in Britain, the clocks go forward 1 hour at 1am on the last Sunday of March, and back again at 2am on the last Sunday of October.
