This band was used by commercial stations with more limited service areas, and for other special purposes, such as 300 and 220 meters (1000 and 1365 khz), set aside because ship antennas were too short for effective use on longer wavelengths.
Although it was strongly hinted that the broadcast band would be extended by adding 50 broadcast frequencies from 1510 to 2000 khz, in the end the frequencies assigned to broadcasting remained unchanged.
Using legal language best described as "tortured", it was formally announced "That a band of frequencies extending from 550 to 1500 kilocycles, both inclusive, be, and the same is hereby, assigned to and for the use of broadcasting stations, said band of frequencies being hereinafter referred to as the broadcast band".

 Building the Broadcast Band
Of all the players involved with broadcasting experimentation and development, it was the Westinghouse Electric and Manufacturing Company, headquartered in East Pittsburgh, Pennsylvania, which would finally spark the transformation of radio broadcasting from an experiment into a national institution.
Until the development of affordable precise frequency control, plus directional antennas suitable for use on the broadcast band frequencies -- both a full decade away -- the only tools for preventing heterodyning on a common wavelength were wide separation of stations, timesharing, plus reduced nighttime powers and daytime-only operation.

Bias aside, considering that us music-lovers draught from a wide variety of different sounds throughout the planet's musical spectrum, it is very difficult for me to point to any other band but Broadcast as the torchbearers for original rock and roll (in whatever genre or subgenre) in 2003, let alone in this young millennium.
Múm, another band who touch on this ingenuitive essence, did not put out new material in 2003, but if you know of another band besides Broadcast who in 2003 flirted with some of the above qualities and delivered as excellent a work as HaHa Sound, please let me know.
Until that time, I would nominate Broadcast uncontestedly as the band of the year.

 Congress Approves Broadcast Band Restriction
Congress has passed legislation that in three years will restrict use of the upper 700MHz and lower 800MHz broadcast bands solely to public safety agencies.
Television broadcasters currently transmitting on those frequencies (UHF channels 63, 64, 68 and 69) will be required to cease such broadcasts by Feb. 17, 2009, to accommodate the restriction.
In addition, the legislation contains funding provisions that may make available as much as a $1 billion to be used by public safety agencies to deploy networks using the new spectrum, $156 million for public warning systems, and $43.5 million to assist E911 programs.

I was listening around the AM band in the car tonight and picked up WLW 700kHz in Cincinnati OH and I'm in Biloxi MS.
I think the commerative broadcast you're referring to was when they used the original 1927 50kw transmitter to bring in the new millenium.
I'm looking forward to better band conditions so when it gets cold enough to discourage going out at least I'll have something to do, play radio.
