ASCAP (pronounced "ASS-KAP") or American Society of Composers, Authors, and Publishers is an organization known as a collecting society that protects intellectual property, ensuring that music which is broadcast, commercially recorded, or otherwise used for profit, pays a fee to compensate the creators of that music.
It competes with Broadcast Music Incorporated (or BMI).
It was established in New York City on February 13, 1914 to protect the copyrighted musical compositions of its members, then mostly the United States' Tin Pan Alley music business.

Performance venues, especially those that feature traditional or non-commercial music, feel very strongly that while their licensing fees are being collected, none of the money will ever reach the hands of those who wrote the specific music being played on their stage; musicians often perform only their own or traditional music.
Players of experimental types of music which are not easily written down in standard musical notation feel that this system is not fair to them, and that the "experts" are only likely to identify well-known pieces of music and have no real way to identify fringe or little-known pieces when they show up on samples.
