This burgeoning nationalism led Claxton to become involved in associations such as the Canadian League and the League of Nations Society, to intervene on behalf of the federal government in its constitutional challenge to enjoy jurisdiction over radio broadcasting, and to lay the foundations for the establishment of the Canadian Broadcasting Corporation.
Claxton's longest appointment was made in 1946, when King moved him to the new, united Department of National Defence - a decision probably made to punish him for perceived high-flying in the international arena and an offer accepted only reluctantly by Claxton (151-2).
And yet it was on National Defence that Claxton made his most lasting imprint as he unified the disparate wartime departments, authorized severe cuts to the defence budget, and then confronted, in the middle of postwar reduction, the early terrors of the Cold War and the war in Korea.
