  N.Y.U. satellite-campus proposal lifts off at C.B. 2
Community Board 2 has jumped onboard the growing grassroots effort to get New York University to locate one or more secondary campuses outside the Village.
The board’s resolution suggests several areas the city is currently redeveloping that would be appropriate for a satellite campus, such as Downtown Brooklyn, Long Island City, the Williamsburg/Greenpoint waterfront, Lower Manhattan and Ground Zero, Hudson Yards and Governors Island.
Don MacPherson, a member of the Zoning and Housing Committee, who was angered that the committee had not approved the resolution at its Feb. 9 meeting and had accused the community board of “not representing the community,” made a point of publicly thanking Derr at the full boar meeting for allowing the vote.

The by-law requirement that the removal vote be by a majority of the entire Board is also inconsistent with the general provision in the City Charter permitting the Board to act by a majority of the members present (see New York City Charter § 2801 [b]).
Nevertheless, the Board is authorized by the Charter to adopt its own bylaws (see New York City Charter § 2800 [d] [7]), and the respondents have not argued that the Board was without authority to impose a voting requirement for the removal of the district manager that is greater than that required for other actions.

(Brooklyn) – Brooklyn Borough President Marty Markowitz joined by members of the Brooklyn City Council delegation and the Chairs of the Brooklyn Community Boards, today called on the Mayor to restore a broad range of proposed cuts including reductions in spending for libraries, youth programs, senior centers, and parks.
Borough President Markowitz and the Borough Board said they were particularly concerned about some of the budget cuts and urged the restoration of funding to various services.

Description of Project: Brooklyn Community Board 2 which includes Brooklyn Heights, Clinton Hill, Fort Greene, downtown Brooklyn, and the Brooklyn Navy yard would like to develop a database of all the parks and open spaces in their district that can be updated on an ongoing basis.
Initiative began in its current form approximately 2 years ago, and is now in need of the completion of research to document the history and building records of structures north of 14th Street.
Hundreds of apartments have been illegally converted into businesses to meet the commercial needs, but such conversions preclude the owners from accessing commercial capital for their businesses (banks want to see the C of O), which induces a great fiscal hardship on these individuals, who are not financially secure to being with.

Brooklyn Papers editorial questions the approval of $33 million to Bruce Ratner for his Atlantic Yards plan in the face of missing environmental impact studies, final architecural renderings, and rebutted economic forecasts.
Community activists have criticized Forest City Ratner for the reduced percentage of affordable residential dwellings and the reduced number of office jobs to be created by the Atlantic Yards development.
Brooklyn Borough President Marty Markowitz, in a debate with political challengers, called on Bruce Ratner to "downsize" the scope of his project, of which Markowitz has been an outspoken supporter.

The construction of the Gowanus Expressway in the late 1940’s and the opening of the Brooklyn Battery Tunnel in 1950 served to geographically sever Red Hook from the rest of the district and led to divergent paths of neighborhood development.

The Chair presented a plaque on behalf of Community Board 11 to Superintendent Costanzo for the terrific job he and his Department performed this past winter.
Feuer commended the Board for the resolution that was passed over a year ago in support of the Mayor’s proposal to demolish the existing Southwest incinerator.
Feuer wants the Board to understand that permission was granted to build based upon a built-up area classification.

Douglass said there were a lot of good candidates and it was difficult to coordinate times when the selection committee could meet the finalists with so many committee members going on vacation in August.
Robert Perris, district manager of Brooklyn’s Community Board 2, said he is disappointed to see Deutsch go because he has been very open to residents, presenting Navy Yard plans.
Perris said a small number of people on the community board, which includes Fort Greene and Clinton Hill, always feel the Navy Yard does not do enough for the community, but he said the feeling is not justified and has little to do with Deutsch.

The ten officers’ houses built between 1864 and 1901 in the Brooklyn Navy Yard are called “Admiral’s Row” or “Officer’s Row.” The buildings have been abandoned since 1966, and there have been discussions in 2005 to either destroy them or preserve them.
The Brooklyn Navy Yard’s roots are in Jackson’s Shipyard, founded by John Samuel and Treadwell Jackson after the Revolutionary War.
Ten houses built between 1864 and 1901 in the Brooklyn Navy Yard have been left to decay since the yard was closed in 1966.

Bollards or a zebra-striped buffer were recommended by CB 2 as a way to keep parked cars out of the bike lane.
It is encouraging that the board supports the lane especially because the design calls for 16 parking spaces to be removed and placed elsewhere.
CB 2 recognizes that encouraging bicycling is a way to get people out of their cars and win cleaner air for their community.
