The order comes three weeks after Texas said Brown and Williamson, whose headquarters are in Louisville, Kentucky, violated a settlement with U.S. states by hiding the sale of 7.5 billion cigarettes to reduce its payments under the terms of a $206 billion pact between cigarette makers and 46 states.
Brown and Williamson, the No. 3 U.S. cigarette maker, agreed to be bought in October by R.J. Reynolds Tobacco Holdings Inc. for $3 billion.
Brown and Williamson was among the tobacco companies that agreed in 1998 to limit advertising, especially aimed at young people, as part of the settlement with the states.
