Safari brushed metal is not as egregious as a lot of the other brushed metal apps.
Brushed metal used to have deep, well-defined texturing, a prominent gradient, a thick, deep bevel around all the edges of windows, and large, thick borders on everything.
I agree that brushed metal is not an improvement on Aqua, but it has been improved much over time, and I hope it only continues to improve (ie.

 MacSlash | Panther: Brushed Metal?
Brushed metal is so horribly, hideously, amazingly, astoundingly, stupidly ugly that it's beyond my imagination that anyone could possibly be enough of a moron to change all of OS X to it.
Brushed metal is more of a "perfection of what Windows never was" and an improvement on the classic interface.
Brushed metal Safari, please how %&# ugly is it - hell it can't even use a standard bloody progress bar, let's color in the damn textbox why don't we.

My theory is as follows, Apple made a new theme called brushed metal, and originally wanted it too be used for specific task but then realized it was to good looking and usefully to restrict it's use.
Metal even reminds people of the "platinum theme" used in OS 9, which was a good interface design.
Metal is emotionally very close to an actual 3d interface.

Daring Fireball: Does This Brushed Metal Stuff Really Even Matter?
One common justification for defending brushed metal — beyond just liking the way it looks — is that it makes it easier to pick out windows from metal apps using Exposé, or when just a few pixels of a background window are visible behind the front window.
The texture of brushed metal windows is exactly the same when they’re in the foreground and background.
The point of this postscript is not to proclaim brushed metal’s indistinctive active/background states as a singular reason to abandon it, nor do I hold out any hope that it’ll change any minds regarding the current state of affairs.

And btw, about "hi-tech", no. Brushed Metal made its debut in 1999 in Quicktime 4, which was immediately hated by everyone with a clue.
The brushed metal look is used on much of todays high end audio equipment though I do feel it doesn't look right on Safari but it adds flair to iMovie, iTunes, iPhoto and iSync, it makes them look more professional.
You'll notice that most of the complaints about brushed metal, well-articulated as they are by our members, are of a fairly niggling aesthetic variety.

Metal - ugly though it is - is the only option if you want to clearly seperate different areas on screen.
yeah, the problem is not that metal windows look heavy (although they do), the problem is that the fact that there are two kinds of windows makes the interface inconsistent.
It's also true that metal windows aren't as functional as normal windows: it's hard to discern active windows from inactive ones, and the aqua interface elements (like the sheets used to open or save things) look out of place.

brushed metal is both functionally better (larger drag area) and aesthetically better (no silly stripes).

It’s not worth thinking about this too deeply, because the brushed metal guidelines are more a retroactive justification for Apple’s design fetishes than a set of sound principles for designing usable, consistent interfaces.
Also note that they’re now called “brushed metal windows” rather than “textured windows.” Hopefully this is meant as a reassurance that the texture won’t be changed to Blue Dalmation in Mac OS X 10.4.

Daring Fireball: Brushed Metal and the HIG
The HIG states, “Don’t use the brushed metal look indiscriminately”, but indiscriminate is precisely the word to describe Apple’s use of it.
The HIG ought to be revised to accurately describe Apple’s de facto policy on the use of the brushed metal theme: that there are suggestions for when to use it, but that it’s ultimately capricious and subject to the whims of the developer.
Ideally, the brushed metal theme either wouldn’t exist or would only be used by Apple when certain well-defined criteria — such as those in the current HIG — are met.

But until OS X 10.2 no one was able to create their own metal themed application.
Secondly Apple also realized that since the metal theme gained success they needed to make the metal theme available for the developers of their platform.
