Brussels was in the lead because of the improved road infrastructure (thanks to the World Exposition which took place in Brussels in 1958), and also because of the central location of the city and the neutral position of Belgium between the European powers.

Following the July 2004 breakthrough in World Trade Organization (WTO) negotiations, the Inter-Parliamentary Union (IPU) and the European Parliament will hold the annual session of the Parliamentary Conference on the WTO from 24 to 26 November 2004, at the European Parliament in Brussels.
Members of parliament from some 60 countries are expected to attend.
The Brussels session, which will be co-chaired by the EP President, Josep Borrell, and by the IPU President, Chilean Senator Sergio Páez, will follow up on previous sessions held in Geneva in February 2003 and in Cancún in September 2003, the latter in conjunction with the Fifth WTO Ministerial Conference.

The two letter bombs found in Brussels on Monday were identical in form and postmarked Dec. 22 in Bologna, Italy, from which the earlier attacks over the past two weeks are believed to have originated.
Outside the Parliament's buildings, three firefighter trucks and bomb disposal squads were parked outside the legislature in central Brussels and plainclothes policemen were seen moving inside carrying metal boxes.

Although the name of the seminar was encouraging -- Trade Development and Democracy: the need for reform of the WTO – the main purpose of the meeting was to push the proposal to establish a WTO parliamentary body first mooted by the European parliamentary delegation in Seattle in 1999.
Both said that a parliamentary forum was premature and that in any case the role of parliaments is to control, rather than oversee, the WTO.

Mr Davies and fellow reformers, including most of his UK colleagues, demand change because they want the parliament, which plays an increasingly important role legislating for 450 million people (yesterday giving the go-ahead for Romanian and Bulgarian EU membership), to enjoy the confidence of the citizens who elect it.
Parliament must insist that member states use their power to stop this costly travelling circus.
