The fact that Halle-Vilvoorde surrounds Brussels (which is officially bilingual but whose inhabitants mostly speak French) makes for an interesting mix of both languages.
The district Halle-Vilvoorde has Brussels in its middle.
Other such special municipalities can be found along the border between Flanders and Wallonia, and between Wallonia and the German-speaking area of Belgium.

Of course, the unified judicial district of Brussel-Halle-Vilvoorde provides Dutch-speaking judges to the Flemish living in Brussel, but there are some notable drawbacks too, in particular at the court and at the public prosecutor.
Even though the characteristics of Brussel and Halle-Vilvoorde differ a lot, Brussel being a city and Halle-Vilvoorde more a rural area, the public prosecutor treats cases coming from Halle-Vilvoorde in the same way as he treats cases coming from Brussel.
This means that most cases from Halle-Vilvoorde simply are ignored, and over 95% of all cases that do come up are therefore French-spoken.

10/05/04 - Around 13,000 people on Sunday took part in a demonstration at Halle (Flemish Brabant) in support of demands to split the constituency of Brussels-Halle-Vilvoorde.
At the rally in Halle, Mayor Leo Peeters of the Flemish socialist SP.A party called on all Flemish politicians to support the demand for a split of the constituency.
The Mayors say their demand for a split of the constituency is backed by the Court of Arbitration, which is the highest judicial body in matters of conflict between Belgium's communities and language groups.

The logical solution would be to simply split it up into two new districts, namely Brussels and Halle-Vilvoorde.
Besides that, there is also a huge difference between the more rural character of Halle-Vilvoorde and the city of Brussels and its environs.
The result of this is a district that is in part bilingual and in part strictly monolingual, and it is so big that it cannot be handled properly anymore.

Just to avoid any future invasion: there are no WMD's or oil wells in Brussels, although we *could* do with a bit more democracy and free speech...
They know little about Belgian linguistic politics and laws, but that doesn't stop them from calling one side facists and denouncing the other side for speaking French.
