Informat.io on House Of Representatives Fiji
Ethnic Fijian nationalists blamed the national constituencies for the election of an Indo-Fijian dominated government in 1987, and following two military coups, they were abolished by the new republican Constitution of 1990.
The elections of 1992 and 1994 saw all 70 members elected from communal constituencies; this system was widely resented by many Indo-Fijians, who complained that only 27 seats were allocated to them as opposed to 37 to ethnic Fijians, despite the near equality of their numbers at that time.
The open constituencies used at present differ from the former national constituencies in that while both comprise all registered voters on a common voters' roll, regardless of race, the open constituencies may be contested by members of any ethnic group whereas the national constituencies were ethnically allocated.

The Definitive Guide to Laisenia Qarase XXXX   (Site not responding. Last check: 2007-10-29)
In a series of moves that legal experts have considered to be of doubtful constitutionality, Qarase resigned on March 14, in favour of Ratu Tevita Momoedonu (who had been a Minister in the Chaudhry Cabinet) so that Momoedonu could advise President Josefa Iloilo to dissolve the Parliament and call an early general election.
This, he told the Fiji Village news service on 23 December, would guarantee equitable representation to all ethnic communities without requiring the government to compromise with ideologically opposite parties.
Whether the Prime Minister's statements were defamatory was an issue that would have to be resolved in the trial itself, Gates ruled; in the meantime, the court would not interfere with constitutional guarantees of freedom of speech.
