  Budd Inlet Focused Monitoring Report for 1992, 1993 and 1994
Budd Inlet is a small semi-enclosed embayment in the southernmost part of Puget Sound.
A persistent problem of low near-bottom dissolved oxygen (DO) concentrations in the inner bay has been attributed to the decay of large phytoplankton blooms in combination with stratification during the summer and early fall.
Water properties were monitored biweekly throughout the inlet from 1992 to 1994 to assess the immediate impacts of this change.

Budd Inlet (Inner) was placed on the 1998 303(d) list for polychlorinated biphenyl (PCB) based on a single grab-composite mussel sample from a culvert at the mouth of Moxlie Creek where it enters East Bay This exceeded the EPA human health criterion of 1.4 µg/Kg (wet weight) which was in effect at the time.
Budd Inlet (Inner) was placed on the 1998 303(d) list for polychlorinated biphenyl (PCB) based on a single grab-composite mussel sample from a culvert at the mouth of Moxlie Creek where it enters East Bay The sample was found to have PCBs most closely resembling Aroclor-1254, with a concentration of 21 µg/Kg (wet weight).
Because the 303(d) listing for PCB in Budd Inlet was based on a single sample at Moxlie Creek as it enters the inlet through a culvert, and in light of the revised criterion, this project will provide more intensive sampling to better represent the water segment and to determine if the listing is still warranted.

The inlet suffers from a legacy of industrial activity along its shores and the continued insult of so-called nonpoint pollution -- stuff that doesn't come from the end of a pipe -- from the city center, suburbs and Deschutes River that stretches back from its shores.
The bottom line: Budd Inlet is a less than healthy place for fish, shellfish and recreational uses such as swimming, especially in the summer and especially in the lower, urban area.

Nitrogen Removal – The treatment process at the Budd Inlet Plant includes removal of nitrogen from the water to prevent the nitrogen from feeding excessive algae growth after the treated water is discharged.
Rather than being discharged to the Inlet, one million gallons per day of the treated water is diverted to a sand filter system, which further cleans the water to Class A Reclaimed Water standards so it can be used in the community for irrigation and other beneficial purposes.
In addition to the Budd Inlet Plant, LOTT plans a series of up to three Reclaimed Water Satellite Plants.

Unfortunately, the May 2004 notice of proposed rule making for 33 CFR 165.1321 was published before the Coast Guard was notified that Budd Inlet would be used for military cargo loading operations.
Like the final rule we established for the Blair and Sitcum Waterways, the temporary final rules established in Budd Inlet were established to protect facilities used by vessels to load and/or unload military cargo.
Hence, this proposed rule would amend 33 CFR 165.1321 by adding Budd Inlet, Olympia, WA to the areas where permanent security zones are established for military cargo loading operations.

 Orca Network - Sightings Archives - December 2004
We received sighting reports at Cascadia Research of a gray whale and killer whales in Budd Inlet.
They traveled from Boston Harbor in Budd Inlet north headed up Pickering Passage.
This is the time of the southbound migration and we occassionally get gray whales into the sound for short periods this time of year.
