Joe meets a “superhero” calling himself Metamorphoman, who thinks his special power is that he can turn into all sorts of things, except that he never knows what these things will be.

 MERRIE MELODIES & LOONEY TUNES
Character development was more a part of Looney Tunes, which started with cartoon stars Bosko and Honey, then Foxy and Honey, the short-lived Goopy Geer, Beans the cat, and the bland team of Buddy and Cookie.
The earliest real star for Looney Tunes was Porky Pig, followed by Egghead and Daffy Duck.
In both of these the focus was on the music and action.

 Don Markstein's Toonopedia: Animaniacs
The first Animaniacs seen were The Warner Brothers (and Sister), supposedly old-time Looney Tunes characters (contemporary with Bosko and Buddy) whose films were never released because they made no sense.
Animaniacs, which debuted Monday, September 13, 1993 on Fox TV, is possibly the most highly regarded animation he was ever associated with.
In some ways, in fact, Animaniacs was more unpredictable than one of the old studios, because the show segments even varied in length.
