		The ratio between teacher to students in the province has been found with imbalances in which some towns have too many students for one teacher while some have too few for a classroom instructor, records at the Department of Education showed.
		She said the imbalances have been present for the last three years, and for lack of funds, solution to the discrepancy may take a time.
