Trivia: The scene in which Bugs believes part of his body to be skeletal is a reference to Harold Lloyd's execution of the exact same joke in The Freshman (1925).
It was as an animator in Clampett's unit that Robert Mckimson developed the model sheet of Bugs that all the other units eventually used.
This cartoon is funnier than Clampett's first two Bugs films and the animation is pretty solid, especially Mckimson's.

So that scenario doesn't track, especially since Bugs Bunny and the Three Bears was released in February of '44, more than a year before Roosevelt's death.
Moreover, Stan recalls getting his first cartoon job, whatever it was, in the Summer of 1944 — and that was long after the Three Bears cartoon had passed through theaters.
Listening to Bugs Bunny and the Three Bears, I'm inclined to agree with voice actor/expert Keith Scott, and with Graham Webb in The Animated Film Encyclopedia, that the big baby bear was voiced in that film by Kent Rogers.

One of the funniest moments is when Bugs learns that saying 'Abra Cadabra' turns the count into a bat and 'Hocus Pocus' turns him back.
Its not Bugs Bunny and I can't remember the title but its the first cartoon with the big bulldog that falls in love with the little kitten and he thinks the little old lady accidentally chopped him up in a mixing bowl and made cookies out of him.
I'd also like to say that Mutiny on the Bunny is the best Yosemite Sam / Bugs Bunny pairing.

I then put on my LD of the same cartoon from the "Golden Age of Looney Tunes Box Set Vol.1" and it had beautiful color.
What I'm getting at is, I hope WB is not going to give us this type of restoration, if they did any, on the cartoons in the upcoming DVD box set.
Jerry Beck says to check out "Bugs Bunny Gets the Boid" on the Yankee Doodle Dandy set to see what the restored 'toons on the box set will look like.
