Beatty plays Benjamin "Bugsy" Siegel, who if he were not a gangster might have been honored on a postage stamp by now, as the Father of Las Vegas.
His first notable screenplay was "The Gambler" (1976), starring James Caan as a compulsive bettor, and in Toback's own movies as a director ("Fingers," "Exposed," "The Pick-Up Artist") are the twin themes of men obsessively attracted to women, and men driven to extend themselves financially to the point of actual physical danger, usually from criminals.
Bugsy Siegel is not a good man and no doubt does not deserve a good end, but somehow we are carried along with him because he seems so innocent (even of his own bloody sins).

While an undeniably violent and obsessive sociopath, Bugsy is also an idealist, serving as a prime embodiment of the socially ambitious and determinedly upwardly mobile self-made American (he constantly practices his enunciation to get rid of his Brooklyn-inflected accent).
However, Bugsy’s amorality is, ironically, why the much-hyped extra 15 minutes that have been restored for this DVD release feel wrong.

Especially when we learn that "Bugsy Malone" isn't intended as a kid's movie so much as a cheerful comment on the childlike values and behavior in classic Hollywood crime films.
And her performance seems just right in the film; "Bugsy Malone" depends almost totally on tone, and if you put kids in these situations and directed them just a little wrongly the movie would be offensive.

She absolutely has the sex appeal and screen presence of actresses of the golden era of Hollywood, and how appropriate to find the key to such screen magic in this production that is set amongst the Hollywood palms.

I thoroughly enjoyed this film, I recommend it to anyone who enjoys mob flicks or wants to learn about the history of Vegas while watching good actors and actresses do their thing.
If anything this film tells us that New York gangster Ben 'Bugsy' Siegel lived an amazing life and had a grand vision which without it Vegas would not be here today.
