Bujanovac is a municipality with some 50,000 residents of whom over sixty percent are Albanians.
Albanian extremists in uniforms of the Liberation Army of Presevo, Medvedja and Bujanovac (OVPMB) forced their way into Bujanovac municipality, this time from the village of Dobrosin in hill and mountain country, their base in the demilitarized zone, and came into conflict with members of the Serbian MUP.
In this manner it is possible to hermetically seal the border toward the southern province, whose hill and mountain country ajuts the territory of Bujanovac municipality for a full 45 kilometers.

The 37,000 registered voters in Bujanovac municipality are being asked to choose between two mayoral candidates: Novica Manojlovic, backed by the Serbian Bloc for Bujanovac, and Nagip Arifi, backed by the ethnic Albanian community and the Party of Democratic Action.
The Bujanovac mayoral poll -- together with local council races in all three municipalities contested by Serb, Albanian, and Roma candidates -- are raising interest and controversy in the first in a series of elections to be held in the Balkans this season.
Municipal elections are also due to be held in Kosovo on 26 October, and early parliamentary elections in Serbia are possible, though looking increasingly unlikely, by the end of the year.

The territory of Bujanovac, Presevo and Medvedja is the crudest illustration of what the regime of Slobodan Milosevic left behind as the heaviest millstone for the new government.
The coordination body of the republic and federal government for the municipalities of Bujanovac, Presevo and Medvedja is the official title of a political body headed by Dr. Nebojsa Covic and his deputy, Rasim Ljajic.
In Bujanovac during the last few days there has been talk that a meeting was held in Veliki Trnovac of all the Albanian leaders from the south of Serbia but that the meeting was concluded without concrete results.

In the municipality of Preševo, for instance, Albanian parties had no means at their disposal of promoting the collective rights of the Albanian community although they were in charge of local government from 1990 on.
A report by the Preševo Municipal Assembly alleges that 11 Albanians were killed on the territory of the municipality under mysterious circumstances during the state of war. Six of the victims were from this municipality, three from the municipality of Gnjilane in Kosovo and two from the neighbouring municipality of Bujanovac.
Of the 33 replies, 30 related to incidents in the municipality of Bujanovac and the remaining three to those in the municipality of Preševo.

The latest "hot spot" in the long bloody sequence that Balkan has contributed to the world in the last decade is called "southern Serbia." Not a very fortunate toponym for the marginal region of the Republic of Serbia near the administrative border with (its own?!) province of Kosovo.
The journey from Belgrade to Bujanovac lasts over four hours, which is not at all indicative of the poor condition of the present-day roads in this country, but rather speaks of the sad results of the project "Greater Serbia".
The bus under police protection arrives in Bujanovac, followed by curious looks of local residents, both symbols of "normality" - kids carrying their schoolbags, and symbols of "reality" - armed men in miscellaneous uniforms.

Bujanovac, whose name is a neologism meaning "abundant money" has sixty per cent Albanian population, thirty per cent Serbian and the remaining ten per cent are mostly Romany.
The connection with Kosovo can also be expressed in distance, the municipality has a 45 kilometre border with the province and many see this a bringing the threat of weapon smuggling and the infiltration of rebels who already refer to this part of Serbia as Eastern Kosovo.
The president of the municipality and president of the Party for Democratic Activity, Riza Halimi, says that one of municipality’s greatest problems is poverty - of 42, 000 citizens only 2,000 have a steady job.

Presidents of the three municipalities in the south of Serbia say that donors have fulfilled their obligations, while the Government has not effected payment of the agreed amount.
President of Bujanovac municipality Nagib Arifi also says for 'Blic' that almost whole amount planned by the budget for that municipality has not arrived.
According to Riza Halimi, president of Presevo municipality the situation is the same as in Medvedja and Bujanovac.

A senior Serbian police officer in the village of Lucane outside Bujanovac told IWPR that his forces were keeping strictly to the terms of the ceasefire, and attacks by armed Albanians were "only sporadic".
Most of the Albanians in southern Serbia live in and around the municipality of Bujanovac and the neighbouring villages of Lucane, Veliki Trnovac.
According to 1991 polls, the municipality had 49,000 inhabitants, 69 per cent of which were Albanians.

There are no Albanians working in the Bujanovac municipal court, and only one employee in the public prosecutor's office is Albanian.
Asked to describe the situation since the power shift in Belgrade, he says that starting from December up to mid-February this year on the territory of Bujanovac municipality 274 new public employees were hired.
Although Albanians make up 60 per cent of residents of Bujanovac municipality, while 30 per cent are Serbs, Albanian parties have only 12 out of 41 delegates in the municipal assembly.

Bujanovac, 28 January: Unknown persons carried out an armed attack on a police installation in the village of Dobrosin in the Bujanovac municipality yesterday [as received] at about 0450 [0350 gmt], the Vranje SUP [Secretariat of Internal Affairs] said this morning.
The statement says that the attackers came from the direction of Podgradje village in the Gnjilane municipality [in Kosovo], near the administrative line [between Serbia and Kosovo] and from a distance of about 100 metres fired a number of shots at the police installation.
On 21 November 2000, armed [ethnic] Albanians from the Liberation Army of Bujanovac, Presevo and Medvedja [OVPMB; UCPMB in Albanian] entered the village of Dobrosin from the Kosovo side and brutally killed three policemen.

The annual birth rate in the municipality is 18.8 births per 1,000 inhabitants (compare with average rate in Serbia of 9.3 births per 1,000 inhabitants), and the density of population is 148 residents per square kilometer.
After these elections, for the first time in the history of Bujanovac, an ethnic Albanian will be the mayor of Bujanovac, while in the local council, 58,5 percent of seats, 24 seats all together, will be controlled by ethnic Albanian political parties.
Protests of Serbs in Bujanovac, dissatisfied with election results, are only a consequence of the inherited and catastrophic 50-years-long Communist rule and 12 years of darkness under Milosevic's regime.

BELGRADE, Feb. 27 (Tanjug)- Ethnic-Albanian terrorists, who came from Kosovo and Metohija, staged an attack on a Serbian police patrol near the village of Konculj, the Bujanovac municipality, on the Bujanovac-Gnjilane road at around 11 p.m.
He was born in village of Ugljari, Gnjilane municipality in 1964.
Police Major Slavisa Dimitrijevic was killed in the attack and three policemen have been hospitalized for sustained wounds, the statement said.

Some of the more recent arrivals to Serbia are housed in the Bujanovac Municipality at the Collective Center, an initiative started in 2003 that is currently divided in two parts: the Salvatore Tent and the Technical School.
Shortly after the their arrival in Bujanovac, the Roma IDPs (Internally Displaced Persons) chose representatives to join the Community Development Council (CDC), and contribute to its work in Sector 6 in Bujanovac.
The CDC in Bujanovac started activities to help IDPs obtain employment, submitting a request to CHF International for their inclusion in the Kick Start Program (KSP), a USAID-fnded program that is heavily supported by MSF, IDP representatives and the local Sector 6 CDC.
