History of the Provisional County of Haliburton
The Provisional County of Haliburton was organized in 1874, principally that it might be allowed the privelege of granting a bonus to what was then called the Victoria Railway, which was about to be built from Lindsay to Haliburton.
It was called a Provisional County because the full priveleges and powers of a County were not granted, the administration of Justice being vested in the County of Victoria, for which the County of Haliburton still pay an annual sum, as agreed upon by the powers that be.
One significant feature of the year was the report made to the County Council by Inspector Pentland, and the effect that the County of Haliburton had actually engaged in the teaching, 29 teachers who had their homes in the County, and who were earning nearly $25,000 per year at the time.
