Bullet Time is a patented technique used by Silver Productions on their movies, and can therefore only be used by them.
Ive seen a 'bullet time' type scene done in a class of mine, the actor was in midswing at his opponent and frooze (or maybe even moved very slowly) but the camera then panned around him, and when the camera stopped moving, he started moving.
They edited simple enough to where when the movie was in 'bullet time' and the camera was panning around the actors, they just dropped the framerate to around 15-20 fps instead of the usual 30.

For it to have been worth spending development time on, it would have had to be available constantly.
In games with bullet time like Max Payne or (shudder) Enter the Matrix, the bullets actually move across the screen and can be interupted, if say, someone walks into their path after they've been fired.
And the way they could get around the bullet thing, is to make everything slow down, but not to the point where you can see bullets flying through the air, so perhaps not bullet-time, but a slower equivilent.

Every shot is then combined in sequence frame by frame from start to end, because each camera is on a slightly different angle to the other, the effect is that while time is at a stand still the camera pans around the subject.
You now have time at a stand still to use for the effect shot, save your work now as a separate file so you don't lose the original keyframes.

The ONLY way to do true bullet time would be to slow down all players when one player is using bullet time, obviously all players would see the effect and it would be pretty useless and annoying.
And by bullet time I mean allowing one player's game to slow down to allow the player more time to respond to the game, as described in the article.
The maximum time a char can stay is based on the media of the lag on the server, so you cannot enter bullet time for how long you want, this could work and players will sync up as always because of the normal lag of the server.

It'd be fine being in bullet time when you're under heavy enemy fire, but not so good when someone else is in bullet time and you're just trying to run down a corridor.
From the rumors I heard, it was going to either be: happen after some time interval, be user controllable, with the user only being able to use it every once and a while (so they'd conserve, such as in "Max Payne").

Satish, I don't suppose I could request a tutorial for the Bullet Time effect using Winmorph, because I found it rather difficult to use.
I just read the Bullet Time totuial and it's more directed to moving around an object not noving an object across a background.
When the bullet is going to move towards a particular object, it would give the effect that you are zooming into the target object from a distance (with the bullet in front of the camera).

Requiem should be accredited as the first game to use bullet time.
Also bullet time as a special effect has been around for a while, it would be safe to say it was widely popularised by the matrix and max payne, but they didn't invent it.
Since the term "bullet time" originated with "The Matrix" and was actually a cinematic effect rather than a gameplay element, wouldn't it be better to use "First use of time compression", or "First use of time compression for dodging bullets" or something?

I'd like to ask, if there is in FMOD feature which would help with creating "bullet time" effect for sounds.
It would look like this: when player enters bullet time mode, all sounds that are currently playing are slowed and "stretched" in time, also sounds that are started are playing slower etc. And when it ends, all sounds almost immediately
Time stretching (with pitch bending) is done by adding a pitch bender to the head of all the sounds (System::addDSP) to make everything sound like chipmunks (ie double pitch), then halving the frequency to make the pitch sound normal again, but it will be playing slower.

'Bullet Time' is a strange novel to be sure, but it's one I quite enjoyed.
I've criticised the previous PDA 'Rags' for it's lack of involvement of the Doctor, but the same accusations shouldn't be made against 'Bullet Time' as it feels right to have this Doctor working in the background and out of sight to his own motivations and reasons.
'Bullet Time' is an worthy novel which is certainly McIntee's best BBC book since 'The Face Of The Enemy.' The Seventh Doctor PDA books have frequently been disappointing, but this one doesn't disappoint.

"Bullet time" is probably a trademark, but I've also heard the terms "hang-time" and photogrametry applied to this.

The effect would be somewhat similar to bullet time...
One way could be to do a real-world approach, render out the same frame 100 times (for example) but with different camera positions, this could be partially automated with some drag-drop scripting, move cam, change output name, renderpass, move cam etc. Then just animate the camera normally for the rest of the sequence
Render your scene from 1 to 50th frame at 51 just place your camera to the position it should have when the bullet time effect is finished.
