Bullet time (often hyphenated as bullet-time) is a concept introduced in recent films and computer games whereby the passage of time is displayed as extremely slow or frozen moments in order to allow a viewer to observe imperceptibly fast events (such as flying bullets).
Bullet time became popularized when John Gaeta and team expanded it temporally and into the digital arena through the incorporation of frame interpolation and image based CGI within the film The Matrix (1999) and through view-morphing techniques pioneered by the company BUF in music videos by Michel Gondry and commercials for, among others, The Gap.
Bullet time has been used in computer games such as Max Payne (2001), Max Payne 2 (2003) and Enter the Matrix (2003), and The Path of Neo (2005) where it would allow the player to slow down the game-world, but still allows the ability to look and aim at normal speed.

The maximum time a char can stay is based on the media of the lag on the server, so you cannot enter bullet time for how long you want, this could work and players will sync up as always because of the normal lag of the server.
And by bullet time I mean allowing one player's game to slow down to allow the player more time to respond to the game, as described in the article.
Also if you didn't have a real time game, you could do bullet time by letting the player with bullet time execute more turns per update than the rest of the players, even most strategy games these days are real time though.

It'd be fine being in bullet time when you're under heavy enemy fire, but not so good when someone else is in bullet time and you're just trying to run down a corridor.
So there`s no explaining needed on what bullet time is. (slowmotion, slow enough to see the bullet and it`s slipstream).

When he says 1 million frames per second, he actually means that if you were to watch in usual time the bullet time action without it being in bullet time, there would be 1 million frames per second.
I could be completely wrong, but here's what I think it means:

Acording to an article in Videomaker magazine (June 2001 - "Magic Morphing" by Scott Anderson) the first example of bullet time was made in 1980 by an art student: Tim Macmillian.
They pioneered the concept of computer controlled still cameras that shot a fraction of a second after one another to create both a camera sweep and a slow progression of time rather than a frozen moment.
