 International Narcotics Control Board Summary
Since 1949, the Bulletin on Narcotics has reported on the activity of the INCB and other drug control bodies.
Article 12 of the United Nations Convention Against Illicit Traffic in Narcotic Drugs and Psychotropic Substances requires the Board to report annually to the Commission on the implementation of the Convention's restrictions on chemicals in Table I and Table II, the treaty's two categories of precursor substances in illicit drug manufacture.
Protocol Amending the Agreements, Conventions and Protocols on Narcotic Drugs concluded at The Hague on 23 January 1912, at Geneva on 11 February 1925 and 19 February 1925, and 13 July 1931, at Bangkok on 27 November 1931 and at Geneva on 26 June 1936.

Abstract: The proposed single convention on narcotics, which would replace the existing eight international instruments dating back to 1912, was the major concern of the seventh session of the United Nation Commission on Narcotic Drugs, held at United Nations Headquarters from 15 April to 9 May 1952.
Abstract: The Commission on Narcotic Drugs of the United Nations decided at its fourteenth session (1959) to call upon the governments of a number of countries in America to encourage close mutual co-operation of their national authorities and to work closely with the international bodies concerned in the field of narcotics control.
By using qualitative methodology and techniques it was possible to gain access to the typical world inhabited by the interviewees, and thus to characterize the subjects of the study in the light of their closest social reference points (family, peer group, education and work).

Problems of detection of the narcotics employed by addicts and of drugs in tissues in toxicological cases are closely related in degree of difficulty and in the methods used for their solution.

The significance of this Convention is twofold: (a) it established narcotics control as an institution of international law on a multilateral basis; and (b) it established, in rudimentary form, the present national narcotics control regime.
Completely synthetic dependence-producing narcotic analgesics were marketed after the adoption of the 1931 Convention and, in the aftermath of the Second World War, it became evident that the problems connected with the use of these synthetic drugs (pethidine, methadone etc.) were identical with the consumption of natural opiates.
After the adoption of the 1961 Convention and the emergence of cannabis abuse in industrialized countries, it became evident that the provisions of that Convention, intended to eliminate the traditional use of cannabis, were inadequate to prevent the large-scale illicit traffic in cannabis which was a consequence of the increase in its new illicit demand.

 The Consumers Union Report on Licit and Illicit Drugs
On January 1, 1932, the newly established Federal Bureau of Narcotics, a unit in the Treasury Department, took over from the Alcohol Unit of the department the enforcement of the federal anti-opiate and anti-cocaine laws; and former Assistant Prohibition Commissioner Harry J. Anslinger took over as commissioner of narcotics.
The cases presented in the bulletin were described as "culled at random from the files of the U.S. Bureau of Narcotics."
The best efforts of an efficient bureau of narcotics, supplemented by the efforts of an equally efficient bureau of customs, have failed to stop the unlawful flow of opium and coca leaves and their compounds and derivatives, on which the continuance and spread of narcotic addiction depends.

The studies examine the relationship between marihuana and driving and tend to be either statistical and enumerative with regard to traffic accidents or experimental with respect to the physiological and psychological effects of marihuana use deemed to be related to driving skill and performance.
All three drug using groups had significantly higher accident and violation rates than did the comparison group matched for age and sex; the accident rate for the marihuana users was 39% higher; for the narcotics users, 29% higher; and for the dangerous drug users, 57% higher.
