Certainly bullpups - those odd looking, space-age, smoke-poles that seem to have all the conventional parts in unconventional places - are not the perfect combat weapons for all occasions, but they have their military applications.

Development of the Bullpup was initiated by the U.S. Navy in 1953, when an operational requirement was issued for a short-range air-to-ground guided missile.

But in general, you are correct that bullpup rifles do have a problem in being able to be quickly shifted from a soldier's right to left shoulder during combat situations (say, for firing around left hand corners).
Unlike most other bullpup rifles, the SAR-21 cannot be converted to eject cartridges from the left, and thus cannot be fired from the left at all.
The primary advantage of a bullpup is that its the size of a carbine, which makes it good for CQB, whilst the barrel is as long as a normal rifle, giving it a long accurate range for outdoor work, and making it more accurate for mid range (100-300m) than a carbine.

Bullpups have the action by the firer's head, which some find uncomfortable, and short-barrelled versions have the muzzle quite close to the firer, which means that muzzle blast can be more of a problem.
Traditional rifles can only match a bullpup's short length by using stocks which can be folded alongside the barrel, or sometimes over the top of it, giving the choice between a long weapon or a short one which can't be fired accurately.
The fact that Badger Arms cites the fact that the bullpup design is not "intuitive" leads me to believe that lack of familiarity with the design is as much a part of the bullpup's lack of acceptance as is any genuine disadvantage.

In a normal rifle, the barrel lies at the very front of the gun, with the firearm action (or mechanism) behind that, and finally the stock at the extreme rear.
The trigger is best located directly under the mechanism, which "forces" the magazine to be placed in front of it to be out of the way.
Mechanisms typically ejects casings to the side, this means that the typical bullpup design must be fired from only one side of the body, or the casings will hit the operator in the face.
