It was the assumption of the Malay elites in Kuala Lumpur that the Borneo indigenes would coalesce with the Malays into a broader identity group, dubbed ‘bumiputera’ (literally Sons of the Soil), which would act as a counter-balance to the Chinese economic dominance.
While non-Muslim bumiputera were nominally entitled to the benefits of the NEP, their receipt of local development funds was in practice largely contingent on conversion to Islam, seen by the state as an important step towards assimilation into a broader Malay (rather than bumiputera) identity.
Non-Muslim bumiputera have become marginalized minorities within a nominal majority, lacking the benefits to which they are supposedly entitled, but also lacking the political capacity to mobilize in their defence.

Likewise, as an academically successful bumiputera myself, non-bumis would not want me to cite my personal experiences competing against non-bumis and use that as a basis to claim bumi superiority.
For all non-bumis who like to complain about government policies, and for all international (non-Malaysian) readers who have developed a mentality that non-bumis are in a ‘living hell’, I wish to remind you that approximately every five years, we have a general election.
In fact, in 1999, when the bumiputera votes were so divided, the non-bumis had the chance of a lifetime - if they wanted it - to select a totally new government.

'Bumiputera' (literally 'son of the soil') is a legal term meaning that the state recognizes the indigenous status of the citzen.
Under the Constitution, a bumiputera is entitled to 'special rights', meaning that the government may make special provisions to protect the economic, social and cultural interests of the bumiputera.
The argument was that the wealth gap, between the Malay and the Chinese would lead to political instability, especially in light of the riots between Chinese and Malays in the capital Kuala Lumpur of 13 May 1969, after the mainly Chinese opposition made impressive gains at the general elections.

This is an opportune time for the Bumiputera as well as the non Bumiputera to relook at the NEP policy so that we are no longer fooled to think that NEP has been successful.
And the Bumiputera will be pacified if a good reasoning is made that their welfare will be looked after even more when NEP is abolished as it is not important to have 30% equity ownership (or has that already been achieved?).

The asset-backed securities, he explained, were expected to raise cash to support the bank's lending operations, while proceeds from the bonds would increase the bank's capital adequacy ratio to 12 percent from the current 9 percent.
