The Bureau of International Expositions (or Bureau International des Expositions) is the organization responsible for sanctioning World's fairs.
It is based in Paris, France and was established as an international convention in 1928.
And another little know fact is that Seattle Century 21 Exposition 1962 was actually a "universal" exposition (General Exposition 2nd category) in the same category as Paris 1937 and 1939 New York World's Fair (at both of which countries should not have been allowed to build their own pavilions).

The first great international exposition was held in London in 1851 under the direction of the Society of Arts; Prince Albert, consort of Queen Victoria, was at the time president of the society and took a personal interest in the preparation of the event.
Most great expositions operated at deficits from that time on, but the promotion value of the displays and the value of the tourist trade brought by the events were considered worth the loss, which was usually made up by national and municipal government subsidies or by bond issues.

The landmark vote by the 132nd General Assembly of the Bureau of International Expositions (BIE) in Monaco on Tuesday awarded the 2010 World Expo to the Shanghai.
