washingtonpost.com: Bureau Opposes Adjusting Census   (Site not responding. Last check: 2007-11-06)
Census Bureau officials yesterday urged against adjusting the 2000 Census to compensate for people who were missed, dashing the hopes of Democrats and civil rights leaders that such an adjustment could be used in redrawing political boundaries.
The decision by a committee of a dozen career census professionals was based on an analysis of a 314,000-household survey conducted last summer as a quality check on the head count last year.
But census officials say they could not rely on the survey as the basis for adjusting census figures because they were troubled about possible statistical errors and discrepancies with other official documents, such as birth, death and immigration records.

The U.S. Census bureau in the 21st Century
In 1902, the Census Bureau was established as part of the Department of the Interior.
In 1880, the Census bureau first used "a tabulating machine, a wooden box in which a roll of paper was threaded past an opening where a clerk marked the tallies in various columns and then added up the marks when the roll was full." This operation made tabulating the data twice as fast
The Census Bureau has led in the development and use of technology for the collection and distribution of large data sets.

Child Support Data, as per the US Bureau of the Census, 1999   (Site not responding. Last check: 2007-11-06)
Interestingly, the bias inherent in the presentation of the Bureau's data is present (whether on purpose or not is immaterial) in such a way that it obscures and diminishes the differences between family-types and groups of individuals who are involved in the upbringing of children.
The policies of the US Bureau of the Census are hostile toward the traditional nuclear family and fathers, and favorable to promoting alternative types of families (perhaps "femilies" would be a better term to use).
The second serious error in the data presented by the US Bureau of the Census stems from the fact that much of what is being presented is based on data about single parent families that was provided only by custodial single mothers and not corrected for by what non-custodial biological fathers report.

Science News Online (3/6/99): Census Sampling Confusion
Bureau officials call this approach a "one-number census" because the statistically adjusted result will be the one and only official count.
In the Census Bureau's approach, the traditional count is the capture phase and the survey is the recapture phase.
In planning for the 2000 census follow-up, the bureau has responded to criticisms of the 1990 post-enumeration survey, which was not actually used to adjust the 1990 counts.

The Census Bureau is so hesitant about the figures that it said it would not assume any responsibility for their accuracy or help interpret them.
But the bureau said it doubted the accuracy of the results because they differed significantly from the Census itself and from estimates based on birth, death and immigration data.

The Population Overview table is drawn from the Census Bureau's SF 1 file, which was compiled from the 2000 Census's short form.
Responses from the sample of households that reported on these long forms are then weighted by the Census Bureau to produce estimates for the entire population in the SF 3 file.
Although the Census Bureau considers SF 1 to be the official source of population numbers, the SF 3 numbers are a much more detailed source of information about local areas.

Court Strikes Down Census Bureau's Statistical Sampling Plan - Aug. 24, 1998
The House Republicans who filed suit against the Department of Commerce, the governmental parent of the Census Bureau, cited a 1957 law, designed at the time to update and expand the work of the Census Bureau, which said sampling can be used "except for the determination of population for apportionment purposes.
The Census Bureau, which was joined in its defense by Democratic members of Congress, the city of Los Angeles, and other groups, tried to prove that a 1976 amendment to that law leaves it to the discretion of the bureau as to how they count the population.
African-American and Latino groups say headcounts like the 1990 census undercount their true numbers because urban populations are hard to reach, and people don't always trust the motives of census-takers -- government employees paid to ask personal questions.
