Burrillville Landfill #1 (BL1) (property) is located on the south side of Whipple Avenue in the Town of Burrillville, Providence County, Rhode Island.
The 8-acre property is currently owned by the Town of Burrillville, and consists of a paved area with an empty mobile trailer to the east, a pile of road salt/sand mix to the south, and a 25 foot (ft) high mounded landfill area.
The property is bordered to the south by Clear River; to the north by Whipple Avenue, to the east by an unnamed stream and Clear River, and to the west by forest land.

Groundwater occurs in overburden at a depth of approximately 6 to 12 ft, and groundwater flow is to the north.
The analytical results of groundwater samples collected from the property in 1980 by the Town of Burrillville indicated the presence of benzene; chlorobenzene; dichloroethane; chloromethane; chloromethane; methyl tertiary butyl ether; tetrachloroethylene; trichloroethylene; toluene; and xylene, which were likely attributable to landfill leachate.

The legislation (2005 - H5139) would repeal a law that requires that any payment in lieu of taxes received by a town as a result of a General Assembly-approved tax treaty agreement be considered part of the town’s relative wealth when the state is calculating the distribution of state aid to cities and towns.
Because of this law, Burrillville’s 16,000 residents stand to lose hundreds of thousands of dollars each year when we deserve to be on a level playing field with the rest of the state,” said Representative Pacheco.
To ease the impact, the state agreed to phase in that loss by giving Burrillville $200,000 on top of its education aid in FY 2003, and $100,000 in FY 2004.

BURRILLVILLE -- For the Scholarship Performers, a Burrillville-based troupe of young singers and dancers, the official start of the holiday season came the day the group began rehearsing again after more than a yearlong layoff.
One newcomer, 15-year-old Nikki McPherson of Burrillville, says the performances help fill a void for both the performers and the audience.
McPherson has been performing, she says, "since I was little," but as she has gotten older other commitments have interfered with her ability to participate in groups that have strict rehearsal schedules.

The budget bill approved by the House Finance Committee this week includes a boost in state aid for Burrillville as a result of a proposal by Rep. Edwin R. Pacheco to eliminate a penalty that has been costing Burrillville aid for several years.
The budget includes language that repeals a section of law that that allows the state to include the money Burrillville receives from its payment in lieu of tax agreement with Ocean State Power when considering the town’s relative wealth in calculations that determine the town’s state aid.
Since most towns and cities negotiate PILOT agreements with businesses on their own, without going through the General Assembly and passing legislation, the law did not succeed in leveling the playing field, according to Representative Pacheco, who submitted legislation this year to repeal the law.
