Bush's proposal also would reduce from $360,000 the limit cap for individual farmers to $250,000 for all commodity payments, an idea the farm bureau has consistently opposed in past years.
Bush also would have a new transaction fee on futures and options markets go to support the Commodity Futures Trading Commission, which currently is supported by general taxes and has a proposed budget of $127 million.
Bush had a similar proposal in 2002 that prompted all 21 members of the Illinois delegation to sign a letter to the administration in opposition.

George H. W. Bush - Wikipedia, the free encyclopedia
Bush has since commented that he did not particularly enjoy this string of jobs, saying he never wanted to be a "career bureaucrat." However, had Bush not received this succession of appointments after his Senate defeat in 1970, it is unlikely he would have risen to a level of national prominence in politics.
Bush, often criticized for his lack of eloquence compared to Reagan, surprised many by giving possibly the best speech of his public career, widely known as the "Thousand points of light" speech[1] for his use of that phrase to describe his vision of American community.
Bush's last controversial act in office was his pardon of six former government employees implicated in the Iran-Contra scandal on December 24, 1992, most prominently former Secretary of Defense Caspar Weinberger.

washingtonpost.com: Gore, Bush Hit Illinois and Other Key States
Bush arrived in Illinois after a big rally in Missouri, one of the country's true bellwether states, where he briefly crossed paths with the motorcade of Gore's running mate, Joseph I. Lieberman.
It was in Missouri that Bush stepped into another verbal thicket as he attempted to describe his plan to allow younger workers to invest some of their Social Security money in private accounts, seeming to suggest that perhaps the most popular program ever undertaken by the federal government isn't a government program at all.
Bush's chief strategist, Karl Rove, said the GOP ground operation is "two or three times" larger than it has ever been in many states, with 243,000 volunteers ready to hit the streets between now and Election Day.

CHICAGO (Reuters) - For want of a small change to the Illinois election law, President Bush's name is not supposed to be on the state's November ballot, but officials said one way or another, it will be there.
