The Business Plot, The Plot Against FDR, or The White House Putsch, was a conspiracy involving several wealthy businessmen to overthrow President Franklin D. Roosevelt in 1933.
Some of Roosevelt's advisors were in on the plot, and downplayed it when it was exposed to prevent their dirty laundry from being aired in public.
Historian James E. Sargent reviewing "The Plot to Seize the White House" by Jules Archer: "Thus, Butler (and Archer) assumed that the existence of a financially backed plot meant that fascism was imminent and that the planners represented a wide spread and coherent group, having both the intent and the capacity to execute their ideas.

The Business Plot, The Plot Against FDR, or The White House Putsch was a discussion between a retired Marine Corps General Smedley Butler and a bond salesman named Gerald MacGuire about a plan to march on Washington and seize the government.
The allegations of the plot came to light when Marine Corps General Smedley Butler testified to the existence of the plot before the McCormack-Dickstein Committee in 1933.
I have gone from a skeptic leaning toward believing the plot, to believing that their was a plot, based on my extensive research, forced upon me by Rjensen edits.

It does has some funny moments, but they are mixed in with several plot lines that don't really relate to the movie - a love-hate romance with two of the younger barbers, Cedric the Entertainer reminiscing about his past (We never did find out why his girl left) and the white guy barber's pompous attitude.
The plot is always the least of the matters in the "Barbershop" films; what counts is the playful interaction amongst the various characters, as well as the shrewd, sharp-eyed and often acerbic observations made by the resident jokester, Eddie, marvelously played by Cedric the Entertainer.
If "Back in Business" has any flaws, it's that there is not enough action inside the barbershop, where most of the action took place in the first film.

He claimed to have unmasked the "business plot," also known as the "White House putsch," a scheme to install a fascist dictatorship in the U.S. Supposedly some congressional committee confirmed Butler's claims.
Apart from that congressional committee you mentioned, most people at the time didn't take the plot seriously, and even now we don't know whether it was a scam, a pipe dream promoted by a few wealthy yo-yos, or an honest-to-Jesus conspiracy to overthrow the government.
A House committee got wind of the plot and held hearings.
