However it was only after the the the discovery of the Butuan Boats (Balanghai) in Ambangan, Libertad, Butuan City when the issue began to draw attention and interest among historians who do not hail from Butuan.
A significant milestone in the first mass issue was the filing of House Bill No. 2550 "An Act to declare the Site in Masao, Butuan City as the Place where the First Mass in the Philippines was Held, And for Other Purposes" by Representative Charito B. Plaza at the House of Representatives.
