When Americans "buy American," they have in mind something very specific: "Buying what this American chooses to buy." They are only slightly concerned with buying what another American chooses to manufacture.
What if you were a concerned American citizen who had come to me in search of an answer to a problem, "How to save Son of Hudson from bankruptcy?" First, as a defender of tariffs, I might have offered you the typical arguments: unfair competition, dumping, low foreign wages, and so forth.
If people who want all Americans to "buy American" are not willing to admit that they are calling for American producers to sell only to Americans, then they had better drop their slogan.

The Buy American Act was a piece of United States federal legislation passed in 1933 that mandates preference for the purchase of domestically produced goods over foreign goods in U.S. government procurement.
The President has the authority to waive the Buy American Act within the terms of a reciprocal agreement or otherwise in response to the provision of reciprocal treatment to U.S. producers.
The Act requires that a product be manufactured in the U.S. of more than 50 percent U.S. parts to be considered Made in USA for government procurement purposes.

On May 18, the U.S. House of Representatives approved legislation requiring the U.S. Department of Homeland Security to make more than 50 percent of is purchases from companies operating in the U.S. The legislation, an amendment to the Homeland Security Authorization Act, was authored by House Small Business Committee Chairman Don Manzullo (R-IL).
Specifically, the amendment requires more than 50 percent of the components in any end product procured by the Department of Homeland Security to be mined, produced, or manufactured inside the U.S. The amendment reaffirms the "Buy American Act," a law passed during the Great Depression to restore America's industrial base.
To qualify under Buy American, a company must have "substantially all" of a product made, grown, or mined in the United States.

Changes the DFARS to implement a determination of the Under Secretary of Defense (Acquisition, Technology, and Logistics) (USD(ATandL)) that it is inconsistent with the public interest to apply the restrictions of the Buy American Act to U.S.-made end products that are substantially transformed in the United States.
The rule simplifies evaluation of offers in acquisitions subject to the Trade Agreements Act, because it eliminates the need to determine if a U.S.-made end product is also a domestic end product, i.e., the cost of domestic components exceeds the cost of all components by more than 50 percent.
  This rule also applies the USD(ATandL) determination to acquisitions subject to the Balance of Payments Program, since the Balance of Payments Program is an extension of the Buy American Act restrictions to acquisitions of supplies for overseas use.
