The Canadian Security Intelligence Service (CSIS) is a Canadian intelligence agency founded in 1984 by an act of the Parliament of Canada.
The creation of CSIS was a recommendation of the McDonald Commission which advised removing responsibility for intelligence from the Royal Canadian Mounted Police, specifically the RCMP Security Service.
Prior to the establishment of CSIS, the RCMP, which is Canada's federal police service, was responsible for intelligence and counterintelligence activities.

The Canadian Security Intelligence Service (CSIS) was created by Act of Parliament in 1984 as an agency of the Department of the Solicitor General.
The service monitors racist and other hate groups and, in one well-publicized operation, recruited an informant in one of the most prominent of the white supremacist groups in Canada, the Heritage Front.
But traditional adversaries also continued to run intelligence operations within Canada well into the 1990s, as was evidenced by the 1996 discovery by CSIS of 2 Russian intelligence officers, Yelena B. Olshanskaya and Dmitriy V. Olshanskiy, living in Toronto under the assumed names of Laurie and Ian Lambert.

 Canadian Security Intelligence Service - Canadian Intelligence Agencies
The Service uses a variety of collection methods to monitor individuals or groups whose activities are suspected of constituting a threat to national security.
In addition to monitoring potential espionage and sabotage efforts, the Service is mandated to inform the government of foreign-influenced activities within or relating to Canada that are detrimental to the interests of Canada and are clandestine or deceptive or involve a threat to any person.
Through such monitoring, the Service is able to identify individuals with suspected connections to terrorism and persons operating in Canada on behalf of hostile intelligence services.

She upheld the character of Liddar as "honest and forthright" and said that "there is no reliable evidence that supports a conclusion that he may engage in activities that would constitute a threat to the security of Canada".
