  Cedilla
A cedilla is a tail (¸) added under certain letters as a diacritic mark.
An obsolete spelling of "cedilla" is "cerilla" because the letters d and r were interchangeable in 16th-century Spanish.
The most frequent character with cedilla is the ç (c with cedilla).

Cedilla - Wikipedia, the free encyclopedia
In those French comic books that are hand-lettered all in capitals, the cedilla is quickly written as a slash crossing the center of the lower hook of the letter C, at the angle of an acute accent.
In practice, the cedilla form of the character is commonly seen along with the comma form of the character.
The Polish letters "ą" and "ę" are not made with the cedilla, but with the unrelated ogonek mark; superficially an ogonek resembles a reversed cedilla (open to the right instead of the left), but the exact shape is quite different.

Voiceless palatal fricative - Wikipedia, the free encyclopedia
The symbol ç is the letter c with a cedilla, as used to spell French words like façade, although the sound represented by the letter ç in either French or English orthography is not a voiceless palatal fricative, but simply [s], the voiceless alveolar fricative.
Its manner of articulation is fricative, which means it is produced by constricting air flow through a narrow channel at the place of articulation, causing turbulence.
It is used particularly at the beginning of words due to initial consonant mutation of the letter "c" [k].

Unicode considers Romanian S with comma (Virgula) below to be a glyph variant of S with cedilla (compare Han unification, where similar-looking Chinese characters from various languages or countries were merged), and intends the same characterto be used for Turkish s-cedilla and Romanian s-comma, and "t-cedilla" to be used for Romanian t-comma.
The diacritics on the Latvian letters g, k,l, n, and formerly r are considered by some to be cedillas and others to be commas.

 UAX #15: Unicode Normalization
Normalization Form C uses canonical composite characters where possible, and maintains the distinction between characters that are compatibility equivalents.
When B blocks C, changing the order of B and C would result in a character sequence that is not canonically equivalent to the original.
If C is not blocked from the last starter L, and it can be primary combined with L, then replace L by the composite L-C, and remove C. The result of this process is a new string S'; which is in Normalization Form KC.

C#: How to remove diacritic marks from characters using C#?
There is a C library to do this called unac, but it basically stores all the unicode accented characters and their unaccented equivalents and does the translation on that basis.
You are referring to the unac C code that I referred to in my first post.
If you download the C source code, you will see that it builds up enormous arrays of hard-coded Unicode values, so I'm afraid there is no way beyond the hardcoding.

It is easy to come across characters which have cedilla in place of a correct comma accent.
In Romanian, the cedilla is common and tolerated, although wrong.
In Latvian, the use of cedilla (which is merged with the character) is not practical, because it is not technically possible to connect it with letters such as Ķ or Ŗ.

Sent: 3/19/2003 8:42 PM Design question: To be commensurate with the cedilla, the comma accent ought to be something like two-thirds to three-quarters the size of the ordinary comma -- a full-sized comma looks too big.
As far as my knowledge reaches, in Czech, c is called "c s háckem" and similarly t is called "t s háckem".
I don't know enough about the Turkish language to know if a "strange" cedilla can cause real problems in reading, but I guess you were talking about cultural preference anyway, which is a highly fascinating subject.

Programs and routines written in C to handle these tables are freely available from the author of this memo.
The character mnemonic "/c" has a special meaning in specifying that a line is to be continued even if the next characters are specifying a new line.

Background: One of my clients gets address data from Europe, but most of their systems cannot handle Latin-1 characters.
With all due respect to the umlaut, scharfes s, cedilla, and all the other fine accented characters of Europe, all I needed to do was to prepare addresses for a shipping system.
After getting headaches trying to deal with this problem using Python's built-in UNICODE support I gave up and decided to use some brute force.
