This isn't to say that Milosevic shouldn't be prosecuted or that the Bush people aren't trying to keep Clark out of the news for their own typically despicable reasons.
You see, testifying against a war criminal is a PR plus for Clark and thus the Democrats.

Revelations of the CIA's misdeeds--including spying on Americans, conducting medical experiments on unwitting subjects, and plotting to assassinate foreign leaders--led Congress to create permanent committees to oversee the intelligence community and require that they be notified of all covert operations.
