CIAM was formed one year before the building of the German Pavilion in Barcelona.
CIAM's early attitudes towards town-planning were stark: "Urbanisation cannot be conditioned by the claims of a pre-existent aestheticism; its essence is of a functional order… the chaotic division of land, resulting from sales, speculations, inheritances, must be abolished by a collective and methodical land policy."
By the mid-1950s it was clear that the official acceptance of Modernism was stronger than ever, and yet the concerns voiced by the Smithsons and their allies that the movement was in danger of creating an urban landscape which was hostile to social harmony, would rise to a crescendo in the decades to come.

The Congrès International d'Architecture Moderne (CIAM) (or International Congress of Modern Architecture), founded in 1928 and disbanded in 1959, was the think tank of the modern movement (or international style) in architecture.
As CIAM members travelled world-wide after the war, many of its ideas spread outside Europe, notably to the USA.
The CIAM organisation disbanded in 1959 as the views of the members diverged.

 Universal versus individual         30 august - 1 september 2002
CIAM and Team 10 members did not explicitly discuss the issue of the universal and individual, it was rather, played out as a debate among the younger generation who were critical of the type of planning methods that they had inherited from the founding members of CIAM.
The younger CIAM members interpreted the functional city in formal terms as an anti-urban vision of large towers in a park-like setting, in which the functions of life were segregated from one another, thus destroying life.
At CIAM 10, the most literal interpretation of the move towards acknowledging the individual was made by Alison and Peter Smithson, in the series of five projects that they presented at the CIAM 10 congress (1956).

CIAM is operating under the Medical Research Council (MRC) Laboratories of The Gambia and is a partner of an international initiative called the Gates Malaria Partnership (GMP), whose secretariat is at the London School of Hygiene and Tropical Medicine.
Other key partners of CIAM are WHO, UNICEF and the Health Education Unit of the Department of State for Health and Social Welfare and the national malaria control programmes of the countries in the sub-region.

 TEAM 10 Meetings
The dissatisfaction with CIAM IX, CIAM as an institution and the ‘functional city’ as a tool for planning the modern city that they had inherited from their CIAM forefathers, prompted national CIAM groups and international meetings of the ‘like-minded’ to meet between the congresses with the purpose of defining a new direction for CIAM.
At the forefront of these initiatives were the younger Dutch and British CIAM members, Georges Candilis, with the participation of Italian CIAM members Ignazio Gardella and Franco Albini, and Swiss member Rolf Gutmann who all made important contributions in formulating a new working method for CIAM planning.
Once this debate was settled they were then faced with the task of convincing the CIAM Council of their new approach which was reluctantly approved at a meeting with the CIAM Council in Paris in July 1955.

CIAM 4 was originally planned for Moscow, but later held aboard the SS Patris II in the Aegean Sea in the summer of 1933, making it one of the most famous of all CIAM congresses.
CIAM 5, held in Paris in 1937, focused on housing and recreation.
CIAM 8 was held in Hoddesdon, England, in 1951, with the theme of the "heart of the city." This focus on urban public space addressed an aspect that early critics of CIAM such as Lewis Mumford had found missing in the "functional city," and it marked a shift away from CIAM's emphasis on social housing.
