	Recommendations
		The CAAC recommends that US EPA pursue the development and implementation of a high quality, long-term measurement framework that will provide CA practitioners nationwide with tools and resources for collecting, aggregating, and presenting CA outcomes.
		To achieve this goal, the CAAC offers these recommendations which complement and reinforce the recommendations made by the previous CAAC and outline a number of interim steps that are necessary to achieve this goal.

		I am sharing our general reactions to the final CAAC report in this letter and am including, as an enclosure, a detailed summary of the steps EPA is taking or planning to take to enhance its compliance assistance (CA) program in response to the NACEPT-CAAC recommendations.
		The CAPI's charge was to identify ways to further integrate CA with other compliance assurance tools and ensure that there is an infrastructure in place to support the use of CA and measure its success.
		To do this, the CAAC recommends: 1) the Administrator establish a cross-Agency permanent coordinating group of senior representatives that regularly reports to him/her; and 2) align EPA's priority setting, budgeting and planning processes in way that fosters a collaborative approach to CA.

		Guangzhou Civil Aviation College (GCAC) is a general, full-time, higher vocational college, which is under the administration of the CAAC (Civil Aviation Administration of China).

		Following the crash of a China Southwest Airlines Tupolev Tu- 154M on Feb. 24 last year, which killed 61 people, CAAC banned all Russian-built aircraft from passenger service by August 2000.
		At the same time, however, Beijing had imposed a ban on the purchase of all imported aircraft, so CAAC rescinded its ban on Tupolev aircraft in January.
		The latest CAAC ban specifies Tupolev and Yunshu aircraft, including the 17-passenger Harbin Yunshu Y-I 1/12 series, which have been involved in 12 accidents since 1992.
