According to an Army Inspector General's report, CACI has had 31 interrogators in Iraq since beginning work on Aug. 14, 2003, and as of May 2004, 19 are still in the country.
CACI's work orders, for example, are funded by the Army but were awarded through the Department of the Interior, which used a General Services Administration contract designed for information technology purchases.
CACI's work orders for interrogation and logistics should not have been awarded as part of the larger information technology contract, according to a report released by the Department of the Interior's Inspector General on July 16.

Stephanowicz, a CACI interrogator, "[m]ade a false statement to the investigation team regarding the locations of his interrogations, the activities during his interrogations, and his knowledge of abuses." Further, investigators found, Stephanowicz encouraged Military Police to terrorize inmates, and "clearly knew his instructions equated to physical abuse."
CACI, however, denies the allegations and maintains that its workers have done "a damn fine job." "During a conference call Wednesday with investment analysts, J.P. "Jack" London, CACI chief executive, said that he still had not received any information from the government nor had any charges been filed against the company.

In a statement responding to allegations that its employees participated in the abuse of Iraqi detainees, CACI sought to clarify what it said were “erroneous comments reported in the media” about the qualifications of its employees working in Iraq, their supervision by the military and the company’s recruiting process.
CACI also said that the military specified it would provide readiness training, rules-of-engagement briefings and general orders applicable to contractors.
Likewise, CACI also said last week that one of the employees named in the report did not work for the company, but did not specify which one.
