CARNet's activities include the development and maintenance of the national academic network system, connecting with international networks, building network infrastructure within the country, and everything else that involves IT.
CARNet is also an ISP for the academic community (professors, students etc) and maintains all the resources a typical ISP does, like a news server (NNTP), IRC servers, FTP servers, mailing lists, LDAP directories, PGP keyrings, and even a small national search engine.

The Carnet document has a green cover page which provides the names of the Carnet holder and issuing association, the Carnet issue date, the Carnet number, the countries in which the Carnet may be used and a complete description of the goods covered.
The ATA Carnet is valid for up to one year from the date of its issuance, during which the Carnet may be used for an unlimited number of exits from the United States and entries into foreign countries.
ATA Carnet holders who sell, donate, or otherwise dispose of any goods listed on the Carnet will cause the issuing organization to be assessed liquidated damages equaling 100 percent of the import duties and taxes (the issuing organization will then attempt to collect all such moneys from the Carnet holder that violated the terms).

TIR Carnet is a road transit document which allows containerized, and in some cases bulk, cargo to move from outside Russia to an ultimate destination in Russia.
The additional cost for cargo moving under TIR Carnet can be as much as $400 per container depending on the distances traveled from the European origination point to the final destination and the tariff of the trucker engaged to provide the service.
Using TIR Carnet also allows the consignee to monitor the customs process firsthand since clearance is performed locally rather than far away, enabling them to respond quickly to questions or problems rather than waiting to hear of the disposition of goods at the port of entry.

 What is a Carnet?
Carnets are “Merchandise Passports.”  They are international customs documents that simplify customs procedures for the temporary importation of various types of goods.  In the U.S., two types are issued: ATA and TECRO/AIT Carnets.
TECRO/AIT Carnets, used between the U.S. and Taiwan only, appear similar to, and serve the same function as the ATA Carnet.
TECRO/AIT Carnets result from a bilateral agreement between the US and Taiwan, covering only commercial samples (CS), and professional equipment (PE).  Merchandise entering countries in addition to Taiwan may also be accompanied by an ATA Carnet.

Best is to have a carnet in SE Asia and to show it at the borders, mine was even stamped into Vietnam.
