CART was founded in November 1978 by Roger Penske, Pat Patrick, Dan Gurney, and several other team owners who had been participating in USAC events involving cars known as Champ Cars and IndyCars.
This, combined with CART's move to include more road racing on the schedule, led to a split of the series after the 1995 season due to a dispute between egos at CART and Tony George, owner of the Indianapolis Motor Speedway.
The only major mistake that CART made early on seemed to be its attempt to create a rival showcase event, the U.S., at Michigan International Speedway on the same day as the Indy 500.

Nov 1991: George proposes to the CART board a new structure for Indy car racing to be called Indy Car Inc. It entails replacing the existing board of 24 car owners with a 5 person commission whose members are selected by IMS, with Leo Mehl serving as commissioner.
CART later reverts to their old chassis specs to be used with the 3.5L engine.
June 2002: CART drops the plans for a NA 3.5L engine and announces it will continue to use the 2.65L turbo, to be supplied exclusively by Cosworth for 2 more years, until a future engine spec is decided upon.

CART alleged that ISL failed to pay more than $6 million with respect to the 2000 guarantee and did not fulfill its remaining commitment to a nine-year contract that would have expired following 2006.

CART apparently is still in the doldrums, with rumors of a revolution at HQ, with teams looking for sponsors, and drivers looking for rides.
Racing may be over for 2001, bur rumors continue to buzz around the CART circuit.

Chief financial officer Thomas Carter said in a statement that CART had been told by potential buyer Open Wheel Racing Series (OWRS) there would not be enough teams entered in 2004 to meet conditions of the sale.

When hitting that website, don't be shocked when Bob Vasha tells you that the sim is pushing the limits of "racing reality" - a pretty big claim, but I guess in marketing the minor detail to differentiate the terminology as to where limits are being pushed falls by the wayside.
I always thought racing simulators are virtual, and can at best push limits of "realism" - of which there is plenty to be found in the new sim.
