 CBSS - History and Organisation
The CBSS was established by the region’s Foreign Ministers in Copenhagen in 1992 as a response to the geopolitical changes that took place in the Baltic Sea region with the end of the Cold War.
Kofi Annan, the Secretary-General of the United Nations has remarked, “the CBSS plays a key role in helping to underpin a stable, democratic, prosperous and undivided Europe.” To this end, the CBSS identifies political goals, creates action-plans, initiates projects and serves as a forum for the exchange of ideas concerning regional issues of common interest.
The CBSS is responsible for overall co-ordination of intergovernmental cooperation in the Baltic Sea Region in accordance with the organisation’s Terms of Reference.

Sweden holds the Presidency of the CBSS during the period 1 July 2006 - 30 June 2007.
Within the framework of the Swedish Presidency of the CBSS, Sweden invites representatives (officials) of all Baltic Sea States to a seminar on Integrated Coastal Zone Management (ICZM) in the Baltic Sea Region to be held in Stockholm on 24-25 May 2007.
Andreas Carlgren, have invited representatives of the Agriculture Ministries and Environment Ministries of CBSS Member States to a high-level meeting on the environment in the Baltic Sea.

 CBSS summit tackles key environmental issues
According to Parts, the summit participants agreed that although the CBSS plays an important role as a coordinator of intergovernmental cooperation, it must at the same time be as flexible and informal as possible and should not overlap with the activities of other organizations that operate in this region.
Andres Kasekamp, professor of Baltic politics at the University of Tartu, said the overall outcome of the summit was satisfactory.
However, the CBSS still has some value since it is one of the few fora where the Baltic states and Russia can discuss issues behind a common table," the professor added.

All CBSS structures and working bodies will adapt and optimise their respective activities in the context of the forthcoming enlargement of the EU.
The Council took note of the annual report of the CBSS Commissioner on Democratic Development and congratulated the Commissioner on her performance in fulfilling the mandate of her office as foreseen by the 9th Ministerial session at Bergen in 2000.
The next transfer of the CBSS Presidency shall take place at a special meeting of ministers’ deputies in conjunction with the 5th Baltic Sea States Summit meeting to be hosted by Estonia in June 2004.

The CBSS Commissioner is working on the establishment of an ombudsman institution for children in CBSS countries where such an institution does not already exist.
The CBSS welcomed the initiative of Finland, Germany and Sweden to establish a Baltic Sea Secretariat for Youth Affairs in Kiel, Germany, from March 1999.
The CBSS gradually assumes the function of political endorsement, monitoring and co-ordination of regional interaction at the state level and, to a lesser extent, between sub-regions and municipalities.

 CBSS: Second updated Report on 'Bergen Action Plan'
Considering the prevailing certification procedures and requirements in the CBSS member states, the work of the task force is an ongoing process where concrete results have to be seen in a long-time perspective; bridging the gap between the member states in this field will only be possible over time.

 Välisministeerium : Estonian CBSS Presidency 2003 - 2004
Estonia is currently chairing the CBSS for the second time; it also presided over the Council from March 1993 to May 1994.
The CBSS has recognized the success of the EuroFaculty, and in relation to the completion of the programme in the universities in Estonia, Latvia and Lithuania, the programme will, in the future, concentrate on the development of Kaliningrad University and other Russian institutions.

I followed the situation regarding the requirements for travel within the CBSS member states and I note with appreciation that positive changes, in particular with regard to visa regimes, have taken place during the past year.
In May 1997 I was informed that not all CBSS member states had recognized the aliens' passports of Estonia and Latvia.
In her reply, tile Minister for the Interior stated that the practice of issuing aliens' passports in this area was being reviewed, and that certain adjustments would be made to the effect that persons with permanent residence permits in Denmark would have easier access to aliens' passports.

 Priorities of the Russian Presidency of the CBSS - 2001-2002
The main objectives of the Russian Presidency of the CBSS are, therefore, to ensure continuity and consistency in the work of the Council, on the one hand, and to promote further dialogue on urgent issues and long-term prospects of the region, on the other.
The meeting of CBSS Ministers of Transport in Gdansk in September 2001 is of particular importance in this regard.
Special importance shall be given to the top-level CBSS meeting on information technologies in Riga in September 2001, so that it gives the necessary impetus to regional co-operation in this field in accordance with the instructions given by the Heads of government at their meeting in Kolding in 2000.

During the its presidency in Council of Baltic Sea States (CBSS), Germany took the initiative to held the Baltic NGO Forum, it was organised in 28-29 May 2001 in Lubeck.
The preparatory for this event Baltic NGO meeting was held in Copenhagen in March, which conclusions were formed in Copenhagen declaration.
One of the most important decisions taken in Lubeck's Forum was to held the annual Baltic NGO Forum in the country, chairing CBSS.
